Ajit Singh sworn-in as Union Cabinet Minister

RLD chief Ajit Singh was on Sunday, inducted into the Union Cabinet in a bid by Congress to strengthen itself ahead of the U.P. elections where it has tied up with his party. 

The swearing-in of the 72-year-old Jat leader from western Uttar Pradesh took place a week after his party formally joined the UPA, the first political outfit to do so since the alliance came to power for the second time in May 2009. 

The expansion of the Council of Ministers by Prime Minister Manmohan Singh is the third such exercise since the UPA-II came to power. 

Tipped to become Civil Aviation Minister, Mr. Ajit Singh, became the 33rd Minister in the Union Cabinet and 77th in the Council of Ministers. 

Vice-President Hamid Ansari, Congress President and UPA Chairperson Sonia Gandhi and a number of Union Ministers and party leaders were present when President Pratibha Patil administered the oath of office to Mr. Ajit Singh at a brief ceremony in the Ashoka Hall of the Rashtrapati Bhavan. 

Congress leader Rahul Gandhi, who played a key role in bringing RLD into the UPA ahead of the Uttar Pradesh elections scheduled in the next few months, was present on the occasion. 

He was seen sitting along with Jayant Chaudhary, son of Mr. Ajit Singh, who is also an MP and represents Mathura. 

With RLD joining the ruling coalition, UPA’s strength in the Lok Sabha has gone up from 272 to 277. 

This is the fourth time Mr. Ajit Singh has become a Union Minister. Mr. Singh was a member of the P.V. Narasimha Rao-led Congress government. He held the Food portfolio then.

Death toll in Philippine flash floods rises to 521

 

The Philippine Red Cross says the death toll from storm-triggered flash floods that devastated a wide swath of the country’s south has risen to 521. 

Philippine Red Cross Secretary General Gwendolyn Pang on Sunday said that the death toll would most likely rise, with 458 people still missing and many villages remaining isolated and unreached by overwhelmed disaster-response personnel. 

Pang says the hardest-hit cities were Cagayan de Oro city, where at least 239 people died, and nearby Iligan, where Red Cross aid workers reported 195 dead, mostly children and women. 

Tropical Storm Washi started to blow away toward the South China Sea today, allowing the weather to clear and disaster-response contingents to intensify search-and-rescue work. 

Philippine floods wipe out homes

 

Wensito Pulusan stared in shock at where his house used to stand before floods tore through his village in the southern Philippine city of Cagayan de Oro. 

The 49-year-old driver could not believe that the once-lively community had become a muddy patch littered with debris, toppled trees and washed-out vehicles. 

“It’s like a wasteland now, there are no houses left,” he said. 

“Everything was swept away, even dump trucks were carried by the floods.” Pulusan, his wife and 20-year-old daughter survived the floods by climbing up the roof of his brother’s house, which was eventually torn off and swept to a nearby beach. 

“By the mercy of God, we survived and we are very thankful for that,” he said, adding that many neighbours were dead. The bodies were stored in a nearby public school. 

The floods were caused by Tropical Storm Washi, which slammed into the southern Philippines on Friday. The area is rarely hit by cyclones and the rushing waters came in the night, catching many residents by surprise. 

Rovmel Trinidad, a resident of Iligan City, said he and his mother were attending Christmas dawn Catholic Mass when the floods came. 

“The rains had stopped so we didn’t think it would be that bad,” he told a Manila radio station. “But the floods suddenly rose up to our waists and continued to rise.” Survivors appealed for food, water and other relief goods as supplies became scarce. 

In many places, there were long lines of residents trying to get water from pumps, withdrawing money from bank machines and getting aid from organizations such as Red Cross. 

“People here need food,” Arman, a resident of Cagayan de Oro City, told a Manila radio station. “I hope the government can send more food, which is the most important thing now.”

Ishrat case: FIR registered against 20 policemen

Ahmedabad,December :The CBI on Saturday registered a case against 20 policemen in the 2004 Ishrat Jahan encounter case in Gujarat.

The fresh FIR was registered by the probe agency after the Special Investigation Team, probing the case, gave its complaint to the CBI on December 15.

All the 20 policemen have been charged with murder and destruction of evidence, a senior CBI officer said.

The Gujarat High Court had, on December 1, directed the CBI to take over further probe in the case in which 19-year-old Ishrat, Javed Sheikh alias Pranesh Pillai, Amjad Ali Rana and Zeeshan Johar were killed in an encounter in Ahmedabad.

The directives came as the Special Investigative Team constituted by the High Court had concluded last month that the encounter was staged by police.

A judicial inquiry report by metropolitan magistrate S.P. Tamang report had alleged that 21 police officers, including then crime branch chief JCP P.P. Pande, suspended DIG D.G. Vanzara, the then ACP G.L. Singhal and ACP N.K. Amin were involved in the conspiracy regarding the encounter.

Mr. Vanzara and Mr. Amin are also accused in the fake encounter killing of alleged gangster Sohrabuddin Sheikh and in the murder of his wife Kausar Bi and are at present in jail.

The High Court had ordered CBI to also probe the claims made by the state police after the encounter that Ishrat and the other three persons were LeT terrorists on a mission to kill Gujarat Chief Minister Narendra Modi.

The Shadows of Modernity

New Delhi, December : WHAT IS the big deal about modernity in India? In everyday conceptions, modernity is considered as the condition of being modern that originated in the West and then transferred to the ‘ rest’. We become modern in simple terms as the West remains a nagging, essential presence in our post- colonial predicaments.

The question of being modern can be answered as simply and seductively we can imagine.

But living as we do in such different ways, is it that simple? There are innumerable conditions, insurmountable limitations and unforeseen possibilities of modernity.

The idea of modern remains at once simple, yet elusive.

Saurabh Dube’s Modern Makeovers meanders into the abyss of modernity in South Asia. Not a conventional book that seeks to question modernity, this work recognises modernity as a concept and entity, and maps the divergent spaces where modernity enacts its uncanny dark script and powers.

The volume’s main intent is to establish that there’s no monolithic condition of being modern, and that the contradictory histories of modernity lie at the cusp of the universal claims of discourses of modernity.

The grand saga of its progress is frequently interrupted by its social subjects through textures of beliefs, structures of sentiments and the multilayered experience.

In an intriguing introduction, Dube goes down many rabbit holes to arrive at various articulations of modernity. With a diverse range of interesting, exciting essays, Modern Makeovers unfolds the multiple ways modernity follows a contested and contradictory trajectory in modern times.

The contributors cover a galaxy of themes, probing an interplay of the individual and collective, the popular and political, the global and particular, the public and private, the impersonal and personal.

Mrinalini Sinha works around the non- linear histories of anti- colonial nationalism and imperial subjecthood.

Bodhisattva Kar evocatively unravels the complex interface of empire and nation through a focus on the province of Assam and its claims to a national identity. Rohan Deb Roy probes the crooked paths by which the imperial order, medicine and malaria intertwined to shape colonial modernity. Atig Ghosh’s essay goes beyond the idea of ‘ colonial modern’ in his sensitive unfolding of ‘ Kangal’ Hatinath Majumdar’s life.

A set of interesting articles focus on political modernity. Anupama Rao engages with the figure of the Dalit and the political predicament Bhimrao Ramji Ambedkar in liberal politics. Ajay Skaria explores M. K. Gandhi’s religion. For Gandhi, says Skaria imaginatively, faith not opposed to reason.

F aisal Devji reads the Satanic Verses ( 1989) and the Jyllands- Posten ( 2005) affairs to underscore the limits of liberal democracy in the context of globalisation of Islam.

Ian Bedford discusses how a rigid, conservative Pakistani state identity was put in place under General Zia.

In the section on ‘ Critical Cultures’, Anand Pandian draws on historical and ethnographic materials from the Cumbum Val- ley and examines the issue of ‘ maturation’ in relation to Tamil pakkuvam or ‘ ripening’ in the agrarian and environmental contexts of his fieldwork. Veronique Benei enters the worlds of citizens and subjects, education and nation, and the school and state in western India. 

   

Kalpana Ram’s lively engagement with ‘ activist modernity’, via the woman’s body, explores the coercion of the state through oppressive policies of family planning. Townsend Middleton delves behind the rhetoric of affirmative action to reveal the complicated status of a ‘ Scheduled Tribe’ and the centrality of ethnological knowledge in the modern world.

Lastly, Dube takes us to the farrago of art and culture. Arvind Rajagopal looks at the development of advertising in the 20th century. The last two pieces are bold and irreverent. Jaideep Chatterjee moves from the scientifically rational world of design to jugaad and its expressions. Sanjukta Sunderason recreates an imaginative narrative of the modern and modernism in Indian art, especially in the works of Somnath Hore and Tyeb Mehta.

In the afterword, Prathama Banerjee raises provocative questions, and considers the volume as post- national in its intent. In her flights of creative imagination, Banerjee implicitly asks: What’s the big deal about modernity? This is a volume that excites you but leaves you asking for more. A surfeit of Foucault. Time to look inwards? Acritical collection.

To wrest different histories away from their encasement within national narratives. 

A chapter on sexuality would have been welcome. The last word to Ian Bedford: “ Modernity is easier to pursue than define.” Is that the big deal? — The writer teaches History at Miranda House, University of Delhi.

'Makkah becoming one of world’s most modern cities'

Makkah, December 18: Makkah is being transformed into one of the world’s most modern cities as a result of the many multi-billion riyal projects underway, said Dr. Osama Al-Bar, Mayor of Makkah.

Al-Bar said that a number of projects are close to completion, including the additions to the Grand Mosque and two tunnels for pedestrians from Al-Hujun to the Grand Mosque.

The Jabal Omar Project is expected to be completed in the near future and would provide accommodation for pilgrims close to the Grand Mosque.

Many pilgrims have to rent accommodation far away from the Grand Mosque at present, making it difficult for them to attend the five daily prayers, said Al-Bar. Other mega projects underway are the SR23 billion Makkah metro that will provide public train transport for the entire city.

There are also extensions being made to Ring Roads two, three and four, costing SR200 million. A total of SR800 million is being spent on building 4,000 houses for citizens in the Umm Al-Jood area.

In addition, SR100 billion will be spent on upgrading various residential neighborhoods. A total of SR12 billion of this amount will come from the private sector.

The Bawwaba mega project, west of Makkah, will see 34 districts set up over an area of 80 million square meters. Tenders will be issued for this project.

Projects already completed include the two new floors of the Masa’a – where pilgrims perform the ritual of moving between the mounts of Al-Safa and Al-Marwa. In addition, the train service for pilgrims at the Holy Sites has been operational for the past two years, said Al-Bar.

ఓడ రేవులలో ప్రభుత్వం భారీ పెట్టుబడులు

చ్నై, డిసెంబర్ : దేశ వ్యాప్తంగా ఓడ రేవులను వృద్ధిపరచడానికి కేంద్ర ప్రభుత్వం కంకణం కట్టుకోంది. వచ్చే పది సంవత్సరాలలో ఓడరేవలు కెపాసిటీని పెంచడానికి రూ.2.77 లక్షల కోట్లు పెట్టుబడి పెట్టనున్నట్లు కేంద్ర షిప్పింగ్ శాఖ మంత్రి జీకే వాసన్ తెలిపారు. ఈ పెట్టుబడితో కార్గొ కెపాసిటీని 3.13 బిలియన్ టన్నులకు పెంచుకోనున్నట్లు చెప్పారు. ప్రస్తుతం బిలియన్ టన్నుల స్థాయిలో ఉందన్నారు.

చ్నైలో మద్రాస్ చాంబర్ ఆఫ్ కామర్స్ అండ్ ఇండస్ట్రీ ఆధ్వర్యంలో జరుగుతున్న సమావేశానికి ఆయన ముఖ్య అతిథిగా పాల్గొన్నారు. 2011 జనవరిలోనే బిలియన్ టన్నుల కెపాసిటీకి చేరుకున్నట్లు చెప్పారు.

2010-11 సంవత్సరంలో 870 మిలియన్ టన్నులు. అలాగే 2020 వరకు 2495 మిలియన్ టన్నుల అంచనావేస్తున్నట్లు చెప్పారు. అలాగే చ్నై - ఎన్నోర్ ఫోర్టు రోడ్డు విస్తరణ పనులు త్వరితంగా పూర్తవుతున్నాయని, దీంతో ఎన్నోర్ రేవు నుంచి సరుకుల ఎగుమతులు పెరిగే అవకాశం ఉందన్నారు.

ప్రస్తుత ఆర్థిక సంవత్సరం ముగిసేనాటికి ఎన్నోర్ రేవు కెపాసిటీ 6.5 మిలియన్ టన్నులకు చేరుకోనుందన్నారు. గత సంవత్సరంతో పోల్చుకుంటే 39.73 శాతం అధికం.

మరో 1200 మంది నోటరీల నియామకం

హైదరాబాద్, డిసెంబర్ 17 (: రాష్ట్రంలో మరో 1200 మంది నోటరీలను నియమించాలని స్టాంప్స్ అండ్ రిజివూస్టేషన్స్ శాఖ నిర్ణయించింది. గతంలో రాష్ట్రం మొత్తం మీద సుమారు 700 మంది మాత్రమే నోటరీలు ఉండేవారు. దీనివల్ల తలెత్తిన ఇబ్బందులను దృష్టిలో పెట్టుకుని ప్రభుత్వం ఇటీవలే 1200 మంది నోటరీలను నియమించింది. ఇప్పుడు కొత్తగా మరో 1200 మందిని నియమించేందుకు రూపొందించిన ఫైలుపై సంబంధిత శాఖ మంత్రి సంతకం కూడా చేశారు. ప్రజలకు ఎక్కువ మంది అందుబాటులో ఉండేందుకు త్వరలో మరికొన్ని నియామకాలు చేపట్టే యోచనలో కూడా ప్రభుత్వం ఉంది. ఫలితంగా రాష్ట్రంలో మూడు వేలకుపైగా నోటరీలు ప్రజలకు అందుబాటులోకి రానున్నారు.

తెలంగాణ ఉద్యోగులపై సర్కారు కుట్ర

కరీంనగర్,: తెలంగాణ ప్రాంత ఉద్యోగులపై సర్కారు కక్ష సాధింపు చర్యలకు పాల్పడుతోంది. సకల జనుల సమ్మెను విరమింపజేసేందుకు ఇచ్చిన హామీలపై మాట తప్పింది. సమ్మె తర్వాత సర్కారు జారీ చేసిన 240 జీవో పుణ్యమాని వేలాది మంది ఉద్యోగులకు అన్యాయం జరుగుతోంది. సర్కారు ద్వంద్వ వైఖరి కారణంగా తెలంగాణలో సుమారు 45వేల పైచిలుకు ఉద్యోగుల ఇంక్రిమెంట్లు నిలిచిపోయాయి. నాలుగైదు వేల మందికి పెన్షన్లు అగిపోయాయి. ఆర్హత ఉన్నా పదోన్నతులు అందకుండా పోతున్నాయి. జీవోను సవరించి ఇచ్చిన మాట నిలుపుకోవాలని.. ఉద్యోగుల ఇబ్బందులు గుర్తించాలని పలుమార్లు సంఘాల నేతలు కోరుతున్నా సర్కారు స్పందించడం లేదు.

ప్రభుత్వ దమననీతితో పది జిల్లాల్లోని వేలాది మంది ఉద్యోగులు ఆందోళన చెందుతున్నారు. ఈ పరిస్థితి ఇలాగే కొనసాగితే మున్ముందు మరిన్ని ఇబ్బందులు తలెత్తి, రాష్ట్రస్థాయి కేడర్ పోస్టుల్లో తెలంగాణ ఉద్యోగులకు పూర్తిగా అన్యాయం జరిగే ప్రమాదముంది. టీఎన్‌జీఓల నుంచే సమ్మె ఆరంభమైంది, కాబట్టి వారినే సర్కారు టార్గెట్ చేసిందని ఆరోపణలు ఉన్నాయి.

ఒప్పందం వేరు.. ఇచ్చిన జీవో వేరు
తెలంగాణ సాధనే ధ్యేయంగా సెప్టెంబర్ 13 నుంచి ఆక్టోబర్ 24వరకు 42 రోజుల పాటు నిర్విరామంగా సాగిన సకల జనుల సమ్మెను విరమింపచేయడానికి ప్రభుత్వం చర్చలకు పిలిచిన విషయం తెలిసిందే. ఉద్యోగ సంఘాలతో జరిగిన చర్చల సందర్భంగా 42 రోజుల సమ్మెకాలాన్ని ఆర్ధ వేతన సెలవుగా పరిగణించి మంజూరు చేస్తామని లిఖితపూర్వక ఒప్పందం కుదుర్చుకుంది. ఈ ఒప్పందానికి ఉద్యోగ సంఘాలు ఆయిష్టంగానే సమ్మతించాయి. సర్వీస్ బ్రేక్ కాకుండా ఉండటం, పెన్షన్, ఇంక్రిమెంట్లు, పదోన్నతులకు ప్రతిబంధకాలు ఉండవన్న ఒకే ఒక కారణంతో ఉద్యోగ సంఘాల జేఏసీలు దీనికి అంగీకారం తెలిపాయి. అయినా ప్రభుత్వం ఇక్కడా మోసమే చేసింది.

లిఖిత పూర్వక ఒప్పందం ప్రకారం జీవోలు జారీ కావాల్సి ఉన్నా.. అసలు విషయాన్ని పక్కన పెట్టింది. ఒప్పందానికి సంబంధించి 28-10-2011న జీవోనంబర్ 240 విడుదలచేసింది. జీవోలో ఎక్కడా ‘అర్ధవేతన సెలవు’ అంశాన్ని పొందుపరచలేదు. ఉద్యోగ సంఘాలు అభ్యంతరాలు వ్యక్తం చేస్తున్నా ఈ రోజు వరకు ప్రభుత్వం నుంచి స్పందన లేదు.

అగిన ఇంక్రిమెంట్లు.. నిలిచిపోతున్న పెన్షన్లు
42 రోజుల సమ్మెకాలాన్ని ఎటూ తేల్చకుండా నాన్చుడు ధోరణి అవలంబిస్తుండడంతో తెలంగాణ ఉద్యోగులకు అనేక సమస్యలు ఎదురవుతున్నాయి. ఇంక్రిమెంట్లు, పెన్షన్ల మంజూరు, పదోన్నతులు నిలిచిపోతున్నాయి. ప్రభుత్వ నిబంధనల ప్రకారం ఉద్యోగులకు ఏడాదికోమారు వార్షిక ఇంక్రిమెంట్లు ఉంటాయి. ఏడాది పూర్తికాగానే ఉద్యోగి ఖాతాలో అటోమెటిక్‌గా ఇంక్రిమెంట్ కలుపుతారు. ఈ లెక్కన తెలంగాణ జిల్లాల్లో సుమారు ప్రతి నెలా సుమారు 10 నుంచి 15వేల మందికి ఇంక్రిమెంట్ కలుస్తుంది. సమ్మె కాలాన్ని సర్కారు తేల్చకపోవడంతో అక్టోబర్1, నవంబర్ 1, డిసెంబర్ 1న కలువాల్సిన ఇంక్రిమెంట్లు నిలిచిపోయాయి. కరీంనగర్ జిల్లాలోనే 6,200 పైచిలుకు ఉద్యోగులకు ఇంక్రిమెంట్లు నిలిచిపోయాయి. పది జిల్లాల్లో సుమారు 45వేల పైచిలుకు ఇంక్రిమెంట్లు ఆగిపోయినట్లు సమాచారం.

ప్రతి నెలలో తెలంగాణలోని ఒక్కో జిల్లాలో 100 నుంచి 120 మంది ఉద్యోగులు రిటైర్ అవుతున్నారు. వీరికి పెన్షన్ మంజూరు చేసి డబ్బుల కోసం అకౌటెంట్ జనరల్ కార్యాలయానికి ఫైల్ పంపిచాలి. కానీ ఇక్కడ కూడా 42 రోజుల సమ్మె కాలాన్ని ఎటూ తేల్చకపోవడంతో 42 రో జులను సర్వీసులో ఎలా తీసుకోవాలో తెలియక ఫైళ్లను పెడింగ్‌లో పెడుతున్నారు. దీం తో తెలంగాణ వ్యాప్తంగా సుమారు 3 నుంచి 4వేల పైచిలుకు ఉద్యోగుల పెన్షన్ల మం జూరు నిలిచిపోయింది. బాధిత ఉద్యోగులు నిత్యం కార్యాలయాల చుట్టూ తిరుగుతు న్నా ప్రభుత్వం నుంచి ఎటుంటి స్పష్టత రాలేదని ఉద్యోగులుచెబుతున్నారు. పదవీ విరమణ పొందిన వారి స్థానంలో అన్ని శాఖల్లోనూ నెలవారీ పదోన్నతులు ఉంటాయి. అవి కూడానిలిచిపోయాయి. మొత్తంగా వేలాదిగా పదోన్నతులు నిలిచిపోతున్నాయి.

రాష్ట స్థాయి కేడర్‌లో అన్యాయం జరిగే ప్రమాదం
ప్రధానంగా ఎంపీడీవో, ఎంఆర్‌ఓ, అసిస్టెంట్ డైరెక్టర్ హోదా గల పోస్టులను రాష్ట కేడర్‌గా గుర్తిస్తారు. ఈ విషయంలో సర్వీస్ ఒకే రకంగా ఉన్నా సమ్మెకాలం తేలకపోతే, ఆంధ్రా ఉద్యోగులు ముందకు దూసుకెళ్తారు. తెలంగాణ ఉద్యోగులు వెనుకపడే ప్రమా దం పొంచి ఉంది. తద్వారా ఉన్నత పదవుల పదోన్నతుల్లో భారీగా తెలంగాణ ఉద్యోగులకు అన్యాయం జరగనుంది. సమ్మెకాలానికి సరిపోయేలా సెలవుల్లో పనిచేయాలని ఉపాధ్యాయ వర్గానికి ప్రభుత్వం ఉత్తర్వులు జారీచేసింది. ఉద్యోగుల విషయంలో మాత్రం వివక్ష చూపుతోందనే విమర్శలు వెల్లు టీఎన్‌జీఓల నుంచే సమ్మె ఆరంభమైంది, కాబట్టి వారినే సర్కారు టార్గెట్ చేసిందని ఆరోపణలు ఉన్నాయి.

మంత్రులు స్పందిస్తేనే సమస్యకు మోక్షం
ప్రభుత్వం ఈ వ్యవహారాన్ని తేల్చిచెప్పకపోతే మున్ముందు ఉద్యోగులకు తీవ్ర అన్యాయం జరిగే అస్కారం ఉంది. తెలంగాణ వ్యాప్తంగా ఉద్యోగులకు ఎదురవుతున్న ఇబ్బందులను దృష్టిలో పెట్టుకొని సమ్మె విరమణ ఒప్పందానికి అనుగుణంగా ఉత్తర్వులు జారీచేసేలా ప్రభుత్వంపై తెలంగాణ మంత్రులు ఒత్తిడి తేవాలని పలువురు కోరుతున్నారు.

న్యూఢిల్లీ, డిసెంబర్ 17: దేశాన్ని కుదిపేసిన సంచలన అవినీతి కుంభకోణం- 2జీ స్పెక్ట్రం కేసులో టెలికం మాజీ మంత్రి రాజా ఒక్కడినే తప్పుబట్టడం సరికాదని, అప్పుడు ఆర్థికమంవూతిగా పనిచేసిన ప్రస్తుత హోంమంత్రి పీ చిదంబరం కూడా అందులో భాగస్వామేనని జనతాపార్టీ అధ్యక్షుడు సుబ్రమణ్యస్వామి పేర్కొన్నారు. చిదంబరం సూ చనలు, ఆదేశాల మేరకే రాజా వ్యవహరించారని, అందుకు సంబంధించి తన దగ్గర సాక్ష్యాధారాలున్నాయని స్పష్టం చేశారు. అందువల్ల కేసులో చిదంబరాన్నీ నిందితుడిగా చేర్చాలని, ఆయననూ విచారించాలని కోరా రు. చిదంబరం మీద ఇదివరలోనూ కేసులున్నాయని, ఆయనో పాత నేరగాడి కిందే పరిగణించాలన్నారు. ఈ మేరకు ఆయన శనివారం సీబీఐ ప్రత్యేక కోర్టులో తన ప్రైవేటు ఫిర్యాదుపై సాక్ష్యమిచ్చారు.

తన వాదనలకు మద్దతుగా ఆయన కొన్ని డాక్యుమెంట్లను కూడా సమర్పించారు. ఆయన వాదనలు విన్న కోర్టు సాక్ష్యాలకు సంబంధించి పార్లమెంటు, సంబంధిత శాఖల నుంచి ధ్రువీకృత ప్రతులను తీసుకురావాలని కోరింది. కొందరు ప్రభుత్వ అధికారులతోపాటు ఇతర సాక్షులను పిలవాలన్న స్వామి అభ్యర్థనపై తర్వాత స్పందిస్తామని తెలిపింది. తదుపరి విచారణను జనవరి ఏడో తేదీకి వాయిదా వేసింది. చిదంబరం, రాజాల సమావేశాల వివరాలు కోర్టుకు విన్నవిస్తానని, వాటి ఆధారంగా న్యాయస్థానం వెంటనే చర్యలకు ఉపక్షికమించే అవకాశముందని ఆ తర్వాత స్వామి విలేకరులతో చెప్పారు. ‘‘ఆ నాలుగు డాక్యుమెంట్లకు సంబంధించి మీరు ధ్రువీకృత ప్రతులను అందజేస్తే సరిపోతుందని కోర్టు పేర్కొంది. ఆ తర్వాత అవసరమైతే నేరుగానే విచారణ కొనసాగిస్తామని, మీకెలాంటి సాక్ష్యం అవసరం ఉండదని కోర్టు చెప్పడం సంతోషం కలిగించింది’’ అని ఆయన తెలిపారు.

కేబినెట్ నిర్ణయం మేరకు అప్పటి టెలికాం మంత్రి రాజా, అప్పటి ఆర్థిక మంత్రి చిదంబరంలకు స్పెక్ట్రం ధరలను సంయుక్తంగా నిర్ణయించే అధికారం లభించిందని సుబ్రమణ్యస్వామి సీబీఐ న్యాయస్థానానికి తెలిపారు. 2001నాటి ధరల ప్రకారం 2008లో స్పెక్ట్రం చార్జీలను ఖరారు చేయడంలో రాజా ఒక్కడినే బాధ్యుడిగా పరిగణించడం సరికాదని, చిదంబరం గట్టి మద్దతుతోనే ఆయన ఆ నేరానికి పాల్పడ్డారని పేర్కొన్నారు. ‘‘టెలికమ్యూనికేషన్ల శాఖ (డాట్), ఆర్థికమంవూతిత్వశాఖ కలిసి చర్చించి స్పెక్ట్రం ధరలను ఖరారుచేస్తా’’మని చిదంబరం 2008 జనవరి 15న ప్రధానమంవూతికి లేఖ రాశారని స్వామి తెలిపారు. ‘‘ధరలపై చర్చించి ఓ నిర్ణయానికి వద్దామా? దానిని ప్రధానికి తెలియజేయవచ్చు’’ అంటూ చిదంబరం అదే ఏడాది ఏప్రిల్ 21న రాజాకు లేఖ రాశారని చెప్పారు.

ఈ సందర్భంగా ప్రధానమంత్రి మన్మోహన్‌సింగ్ 2011 ఫిబ్రవరి 24న రాజ్యసభలో చేసిన ప్రకటనను స్వామి గుర్తుచేశారు. 2003నాటి కేబినెట్ నిర్ణయం మేరకు స్పెక్ట్రం ధరలను నిర్ధారించారని, ఆ అంశాన్ని ఆర్థికమంవూతిత్వశాఖ, టెలికమ్యూనికేషన్ల శాఖ సంయుక్తంగా చూసుకుంటాయని ప్రధాని స్పష్టంగా చెప్పారని ఆయన తెలిపారు. ‘‘ఆ అధికారంతోనే (2003నాటి కేబినెట్ సమావేశం) ఇద్దరు మంత్రులు నాలుగుసార్లు సమావేశమయ్యారు. 2008 జనవరి 31, మే 29, జూన్ 6, ఆ తర్వాతా కలిసి ఓ అవగాహనకు వచ్చారు. 2008 జూలై 4న ప్రధానమంవూతిని కలుసుకుని తమ నిర్ణయాన్ని తెలియజేశారు’’ అని సుబ్రమణ్యస్వామి వివరించారు. ‘‘ఈ వాస్తవాలనుబట్టి స్పెక్ట్రం ధరల నిర్ణయంలో చిదంబరం ప్రమేయముందన్నది స్పష్టం’’ అని ఆయన వాదించారు. మరికొన్ని ఆధార పత్రాలను సేకరించడానికి తనకు ఇంకొంత సమయం అవసరమవుతుందని చెప్పారు. దీంతో కోర్టు తదుపరి విచారణను జనవరి ఏడో తేదీకి వాయిదావేసింది.

చిదంబరం చాలా తెలివిగా వ్యవహరిస్తారని, ఆయన ఎన్నో నేరాలు చేసిన వ్యక్తని సుబ్రమణ్యస్వామి పేర్కొన్నారు. ఆయన అసలు స్వరూపాన్ని బహిర్గత పరుస్తానని చెప్పారు. ‘‘చిదంబరాన్ని అవినీతి నిరోధక చట్టం కింద విచారించాల్సి ఉంది. రాజా కేవలం చిదంబరానికి సబార్డినేట్. చిదంబరం ఎంత అవినీతిపరుడో నిరూపించేందుకు నేను కొత్త నిజాలను తెలియజేస్తాను. ఆయన ప్రమేయమున్న అవినీతి కేసు ఇదొక్కటే కాదు. ఆయన ఎన్నో నేరాలు చేశారు. ఆయన మరీ తెలివైనవారు. లాయరైనందున ఏదో సాకు చూపెట్టుకోవచ్చనుకుంటారు. ఆయనో పాతనేరగాడి కిందే లెక్క. ఈరోజు కాకున్నా మరెప్పుడైనా సెక్షన్ 13 (1) కింద చిదంబరం అలవాటైన నేరగాడని చూపిస్తా’’ అని సుబ్రమణ్యస్వామి వ్యాఖ్యానించారు.
