రాజ్యసభలోనూ తెలం‘గానం’

న్యూఢిల్లీ, డిసెంబర్ 15 ): తెలంగాణ అంశంపై పార్లమెంటు మరోసారి దద్దరిల్లనుంది. గత సమావేశాల్లో లోక్‌సభలో వాడివేడి చర్చ జరగ్గా ఈసారి పెద్దలసభను తెలంగాణ కుదిపేయనుంది. బీజేపీ రాజ్యసభ సభ్యుడు ప్రకాశ్ జవదేకర్ తెలంగాణపై ఇచ్చిన ప్రైవేట్ మెంబర్ బిల్లు నోటీస్8పై శుక్రవారం రాజ్యసభలో చర్చ జరగనుంది. తెలంగాణపై రాజ్యసభలో చర్చ జరగటం ఇదే తొలిసారి. దీంతో ఈ అంశం అందరిలోనూ ఆసక్తి రేపుతోంది.ఆ మేరకు ఢిల్లీలో ఉన్న టీఆర్‌ఎస్8 నేత వినోద్‌కుమార్ పలు పార్టీల నేతలని కలిసి, తెలంగాణ రాష్ట్ర ఆవశ్యకతను వివరించారు. తెలంగాణాకు మద్దతు పలికిన బీజేపీ, సీపీఐ, ఎన్సీపీ, బీఎస్పీ, జేడీ(యూ) నేతలతోపాటు కాంగ్రెస్8 సీనియర్ నేత కే కేశవరావును ఆయన కలిశారు. రాజ్యసభలో ప్రత్యేక రాష్ట్ర ఆకాంక్షను బలంగా వినిపించాలని వారికి విజ్ఞప్తి చేశారు. రాజ్యసభలో సభ్యులు ప్రకాశ్ జవదేకర్(బీజేపీ), డి. రాజా (సీపీఐ), తారిఖ్ అన్వర్ (ఎన్సీపీ), సతీష్ మిశ్రా(బీఎస్పీ) తదితరులకు వినోద్ పూర్తి సమాచారంతో కూడిన నివేదికను బుధవారం అందచేశారు.

బాల్కసుమన్ విడుదల
అక్రమ నిర్భంధాలు, అరెస్టులతో తెలంగాణ ఉద్యమాన్ని అణచలేరని టీఆర్‌ఎస్8వీ రాష్ట్ర అధ్యక్షుడు బాల్క సుమన్ అన్నారు. గురువారం రాత్రి చంచల్‌గూడ జైలు నుంచి విడుదలైన సందర్భంగా ఆయన ప్రసంగించారు. తన విడుదలకు సహకరించిన కేసీఆర్, కేటీఆర్, అండగా నిలిచిన విద్యార్థి సంఘాలు, ప్రజా సంఘాల నాయకులకు కృతజ్ఞతలు తెలిపారు. టీఆర్‌ఎస్8 పొలిట్‌బ్యూరో సభ్యుడు, టీఆర్‌ఎస్8వీ రంగాడ్డి జిల్లా వీరమల్ల రాంనర్సింహాగౌడ్, రాష్ట్ర ప్రధాన కార్యదర్శి రంజిత్‌కుమార్, కూకట్‌పల్లి అధ్యక్షుడు పూర్ణ, రాష్ట్ర ఉపాధ్యక్షుడు శ్రీకాంత్‌డ్డి, ఓయు అధ్యక్షుడు గెల్వ శ్రీనివాస్8యాదవ్ పాల్గొన్నారు.

ఆర్టీసీ రాయితీలు

సంస్థలో పనిచేసి రిటైర్డ్ అయిన ఉద్యోగులకు ఆర్టీసీ యాజమాన్యం రాయితీలు ప్రకటించింది. హైదరాబాద్ సిటీ, సబర్బన్ బస్సులలో ఉద్యోగితో పాటు అతని భార్యకు ఉచిత ప్రయాణ సౌకర్యం కల్పించారు. జిల్లాలు, ఇతర రాష్ట్రాలకు వెళ్ళే బస్సుల్లో 50శాతం అంటే సగం చార్జీలు చెల్లించి ప్రయాణించవచ్చు. అంతే కాకుండా ఆర్టీసీ హాస్పిటల్‌లో రిటైర్డ్ ఉద్యోగులు(భార్యకు కూడా) వైద్య సౌకర్యం ప్రస్తుతం కొనసాగుతున్నది. ఇక మీదట హైదరాబాద్‌లోని 8కార్పోరేట్ ఆసుపవూతుల్లో సైతం వైద్య సేవలు పొందడానికి యాజమాన్యం అవకాశం కల్పించింది. జిల్లాల్లో ఆర్టీసీ ధృవీకరించిన ఆసుపవూతుల్లో కూడా వైద్యం చేయించుకునే వీలు కల్పించారు. ఆర్టీసీ ప్రకటించిన రాయితీలతో రాష్ట్రంలోని దాదాపు 10వేల మంది రిటైర్డ్ ఉద్యోగులకు లబ్దిచేకురనున్నది.

హైదరాబాద్, డిసెంబర్ 15 (): అధికార కాంగ్రెస్ పార్టీలో మళ్ళీ అదే సీన్! వైఎస్ ఏకఛవూతాధిపత్యం కింద కనుమరుగైన గ్రూపులు, ముఠాల సంస్కృతి మళ్లీ తెరపైకి! సీఎం పనితీరుపై సీనియర్ నేతలు బాహాటంగానే విమర్శలు సంధిస్తున్న పరిస్థితి! మంత్రులు సైతం ఈ విషయంలో తాము ఏమీ తక్కువ తినలేదని నిరూపించుకుంటున్న సందర్భం! వెరసి.. ముఖ్యమంవూతికి సమాంతరంగా.. పార్టీలో ప్రాణం పోసుకుంటున్న ‘పూర్వ వైభవం’! మూడు గ్రూపులు.. ఆరు ముఠాలుగా వర్థిల్లుతున్న వైనం!!

రవాణా శాఖ మంత్రిగా ఉన్న పీసీసీ చీఫ్ బొత్స సత్యనారాయణ, చేనేత శాఖ మంత్రి డాక్టర్ పీ శంకర్‌రావు, వైద్య ఆరోగ్య శాఖ మంత్రి డీఎల్ రవీంవూదాడ్డి గత కొంత కాలంగా ప్రభుత్వ శాఖల పనితీరు, సీఎం కార్యక్షికమాలపై విమర్శలు చేస్తూనే ఉన్నారు. తాజాగా కలెక్టర్ల సమావేశంలో మంత్రుల వ్యవహార శైలి, వారు చేసిన వ్యాఖ్యలు చూస్తుంటే కాంగ్రెస్ గతకాలపు వైభవంతో వర్థిల్లుతున్నదన్న వాదనలు వినిపిస్తున్నాయి. సీఎంగా బాధ్యతలు స్వీకరించి ఏడాది పూర్తి చేసుకున్నా కూడా ఇంకా మంత్రులు, పార్టీ సీనియర్లను కిరణ్‌కుమార్‌డ్డి సమన్వయం చేసుకోలేక పోతున్నారా? లేకుంటే ముఖ్యమంవూతిగా కిరణ్ నాయకత్వాన్ని మంత్రులు, సీనియర్లు పూర్తిగా అంగీకరించడం లేదా? అనే అంశాలపై కాంగ్రెస్ పార్టీ వర్గాల్లో చర్చ జరుగుతోంది.

సొంత పార్టీ నుంచే సీఎంను విమర్శించే స్థాయిలో, ఆయన కార్యక్షికమాలపై అసంతృప్తిని వ్యక్తం చేసే స్థితికి నేతలు వచ్చారంటే కిరణ్‌కు సమాంతరంగా పార్టీలో మరో రెండు, మూడు గ్రూపులను అధిష్ఠానం తెర చాటున సిద్ధం చేస్తున్నదా? అధిష్ఠానం అండదండలు, సంకేతాలతోనే వారు అలా వ్యవహరిస్తున్నారా? అనే అనుమానాలు సైతం పార్టీ వర్గాల్లో వ్యక్తమవుతున్నాయి.

వైఎస్ ఏకఛవూతాధిపత్యం
ఐదున్నర ఏళ్ళు సీఎంగా ఉన్న వైఎస్ హయాంలో పార్టీలో ఎక్కడా అసమ్మతి, అసంతృప్తి కనిపించక పోయేది. ఒక వేళ అది ఉన్నా బాహాటంగా విమర్శించే స్థాయికి వచ్చేది కాదు. ముఠాలు, గ్రూపు రాజకీయాలతో పార్టీకి నష్టం రావద్దనే ఉద్దేశంతో, సుదీర్ఘ కాలం తరువాత పార్టీని అధికారంలో తీసుకొచ్చిన గుర్తింపుతో పార్టీ అధిష్ఠానం కూడా వైఎస్‌కు పూర్తి స్వేచ్ఛనిచ్చింది. తనను ఎదిరించే స్థాయికి ఎదుగుతూ గ్రూపులకు ఆజ్యం పోస్తున్న సీనియర్లను ఆయన ఏదో విధంగా తన దారికి తెచ్చుకున్నారు. ఆయన హయాంలో పీసీసీ అధ్యక్షులుగా పని చేసిన కేశవరావు, డీ శ్రీనివాస్ కూడా వైఎస్ ముందు డమ్మీలుగానే మిగిలిపోయారు తప్ప ఆయన్ని ఎదిరించే, విమర్శించే సాహసం చేయలేక పోయారు. ఇటు పార్టీలో, అటు ప్రభుత్వంలో వైఎస్‌కు తిరుగులేకుండా పోయింది.

దీంతో రాష్ట్ర కాంగ్రెస్‌లో వైఎస్‌లా మరో నేత ఎదగని, ఎదగలేని పరిస్థితి. హైకమాండ్ కూడా రాష్ట్ర కాంగ్రెస్ సీనియర్లు, పీసీసీ చీఫ్‌ల కంటే వైఎస్ సలహాలు, సూచనలు, నిర్ణయాలకే తలూపేది. ఫలితం 2009 అసెంబ్లీ ఎన్నికల్లో వైఎస్ అత్యధిక స్థానాల్లో తన వర్గం వారికే టికెట్లు ఇప్పించుకోగలిగారు. ఆయన మరణానంతరం వైఎస్ ఏకఛవూతాధిపత్యం ప్రభావం కనిపించింది. పార్టీకి మరో బలమైన నేతలేని లోటు ఏర్పడింది. అదే సమయంలో వైఎస్ కొడుకు జగన్ సీఎం పదవిని ఆశించడం, కొంత మంది ఎమ్మెల్యేల మద్దతు కూడదీసుకోవడంతో అధిష్ఠానం కలవరపడింది. అలాంటి పరిస్థితుల్లో సీఎం ఎంపిక కోసం అధిష్ఠానం నానా తంటాలు పడాల్సి వచ్చింది. సీనియర్ నేత రోశయ్యను ఎంపిక చేసి కొంత కాలం ఆయనతో నెట్టుకొచ్చింది.

ఆ తర్వాత స్పీకర్‌గా ఉన్న కిరణ్‌కుమార్‌డ్డిని అనూమ్యరీతిలో సీఎం పదవికి ఎంపిక చేసింది. ఒక్కసారి కూడా మంత్రిగా బాధ్యతలు చేపట్టని కిరణ్‌ను ఏకంగా సీఎం సీటులో కూర్చొనబెట్టడం సీనియర్ మంత్రులకు ఏమాత్రం రుచించలేదు. తమకు ఎలాంటి ప్రాధాన్యం లేని శాఖలను కట్టబెట్టారంటూ మంత్రివర్గ ప్రమాణ స్వీకారం మరుసటి రోజునే కొందరు సీనియర్ మంత్రులు కిరణ్‌పై అసంతృప్తి వెళ్లగక్కారు. మరి కొందరు హస్తినకు వెళ్ళి శాఖల కేటాయింపులో తమకు జరిగిన అన్యాయాన్ని హైకమాండ్ వద్ద మొరపెట్టుకున్నారు. అప్పట్లో అధిష్ఠానం కూడా వారికి పెద్దగా ప్రాధాన్యం ఇవ్వకుండా కిరణ్ పక్షానే నిలువడంతో ఆ తరువాత అసంతృప్త మంత్రులు దారికొచ్చి తమపని తాము చేసుకు పోయారు. కానీ.. ఆ పరిస్థితి లోలోన రగులుతూనే ఉంది. ఇటీవల క్రమక్షికమంగా బయటపడింది.

మారుతున్న సీన్
ఇటీవలి కాలంగా రాష్ట్ర కాంగ్రెస్‌లో నెలకొంటున్న పరిస్థితులు చూస్తుంటే సీఎం కిరణ్‌కు సమాంతరంగా మరో రెండు, మూడు బలమైన నాయకత్వాలు తయారవుతున్నట్లు కనిపిస్తోంది. సీమాంవూధకు చెందిన నేత సీఎంగా ఉన్నప్పుడు తెలంగాణకు చెందిన వ్యక్తికి పీసీసీ అధ్యక్ష పదవి ఇచ్చే సంప్రదాయాన్ని సైతం కాంగ్రెస్ పక్కనపెట్టింది. సీఎంగా సీమాంవూధకు చెందిన కిరణ్‌ను నియమించడంతో పాటు.. ఇదే ప్రాంతానికి చెందిన కాపు నేత బొత్సకు పీసీసీ పగ్గాలు అప్పగించింది. పీసీసీ బాధ్యతలు చేపట్టిన నుంచి పార్టీలో తనకంటూ గ్రూపు, వర్గాన్ని బొత్స తయారు చేసుకుంటున్నట్లు కాంగ్రెస్ శ్రేణులే చెబుతున్నాయి. సీఎంకు సమాంతర శక్తిగా ఎదిగేందుకు ఆయన వ్యూహరచనలు చేస్తున్నట్లు తెలుస్తోంది.

పార్టీలో నెలకొన్న సమస్యలను చక్కబెడుతూ అధిష్ఠానం వద్ద తన కంటూ ముద్రవేసుకునే ప్రయత్నాలు ముమ్మరం చేశారు. కిరణ్ పనితీరు, ఏకపక్ష నిర్ణయాలపై ఆయన అధిష్ఠానానికి ఎప్పటికప్పుడు సమాచారం చేరవేస్తూ, సమయం చిక్కినప్పుడల్లా తన అసంతృప్తిని వ్యక్తం చేస్తున్నారనేది పార్టీ వర్గాల సమాచారం. మంత్రి వర్గంలోని కొందరు మంత్రులు ఇటీవల వ్యవహరిస్తున్న తీరు చూస్తుంటే వారు కిరణ్ నాయకత్వాన్ని పూర్తిగా అంగీకరించడం లేదని సుస్పష్టమవుతోందని రాజకీయ పరిశీలకులు అంటున్నారు సీఎం పనితీరుపై మంత్రులు, సీనియర్లు బహిరంగ విమర్శలు చేస్తున్నా వారిపై అధిష్ఠానం చర్యలు తీసుకోక పోవడం, కనీసం వారిని పిలిచి మందలించక పోవడం చూస్తుంటే కాంగ్రెస్‌లో సీఎంకు సమాంతర నాయకత్వం తయారవుతున్నదా? లేక అధిష్ఠానమే ఈ కథ నడిపిస్తున్నదా? అనుమానాలు పార్టీ శ్రేణులకు కలుగుతున్నాయి. వీటన్నింటినీ దృష్టిలో ఉంచుకున్న పార్టీ వర్గాలు.. పరిస్థితి చూస్తుంటే తమ పార్టీలో 1983కి పూర్వపు పరిస్థితి రాబోతున్నట్లు కనిపిస్తోందని అంటున్నాయి.

ఇందిర వ్యూహం అమల్లోకి?
అప్పట్లో ఏఐసీసీ అధ్యక్షురాలిగా, ప్రధానిగా ఉన్న ఇందిరాగాంధీ తన రాజకీయ చతురత, వ్యూహాలతో పార్టీ ఎక్కడా బలహీన పడకూడదనే ఉద్దేశంతో ఎప్పటికప్పుడు ఎత్తుకు పై ఎత్తు వేస్తూ వచ్చారు. అవసరమని భావించిన పక్షంలో బలమైన సీఎంలుగా ఉన్న నేతలను మార్చి వేసి వారి స్థానాల్లో బలమైన ప్రత్యామ్నాయ నేతలకు ఊహించని రీతిలో అవకాశాలు కల్పించారు. తద్వారా పార్టీ ఏ ఒక్కరిపై ఆధారపడి ఉండదని నిరూపించడమే కాకుండా, సీఎంలుగా నేతలు పాతుకుపోకూడదని, అధిష్ఠానాన్ని శాసించేస్థాయికి ఎదగకూడదని ఆలోచించే నాడు ఇంది రాష్ట్ర నేతల దూకుడుకు కళ్ళెం వేస్తూ వచ్చారు. 1978 ఎన్నికల్లో కాంగ్రెస్ విజయం సాధించిన అనంతరం అప్పట్లో మర్రి చెన్నాడ్డికి సీఎంగా అవకాశం కల్పించారు. అదే సమయంలో ప్రత్యామ్నాయ శక్తులుగా టీ అంజయ్య, రాజారాం, రాజమల్లు, కోట్ల విజయభాస్కర్‌డ్డి, నేదురుమల్లి జనార్దన్‌డ్డి లాంటి నేతలను ప్రోత్సహించారు.

అంజయ్య సీఎంగా ఉన్న సమయంలో భవనం వెంకవూటామిడ్డి, ఎన్‌జేఆర్, జీ వెంకటస్వామి, కోట్ల విజయభాస్కర్‌డ్డి తమ వర్గాలు, గ్రూపులతో కాంగ్రెస్‌లో బలమైన నేతలుగా చలామణి అయ్యారు. భవనం వెంకట్రాం సీఎంగా పనిచేసిన రోజుల్లో కోట్ల విజయభాస్కర్‌డ్డి, ఎన్‌జేఆర్, వెంకటస్వామి, కోట్ల సీఎంగా బాధ్యతలు చేపట్టిన తరువాత నేదురుమల్లి, వెంకటస్వామి, వీహెచ్ రాష్ట్ర కాంగ్రెస్‌లో ప్రత్యామ్నాయ నేతలుగా గుర్తింపు పొందారు. నేదురుమల్లి సీఎం అయిన తరుణంలో పీసీసీ చీఫ్‌గా ఉన్న వీహెచ్ కూడా ఆయనకు కౌంటర్ నేతగా ఎదిగారు. 2004లో వైఎస్ సీఎంగా బాధ్యతలు స్వీకరించిన తరువాత రాష్ట్ర కాంగ్రెస్‌లో ప్రత్యామ్నాయ శక్తులు లేకుండా చేశారు.

అప్పట్లో ఎన్‌జేఆర్ సతీమణి రాజ్యలక్ష్మి, సీడబ్ల్యూసీ సభ్యుడిగా ఉన్న వెంకటస్వామి కుమారుడు జీ వినోద్‌ను రాష్ట్ర మంత్రి వర్గంలో తీసుకుని, ఆ ఇద్దరు సీనియర్ నేతలకు కేంద్రంలో మంత్రి పదవి రాకుండా, ఆ తరువాత రాష్ట్రంలో వారిని బలహీనపర్చేందుకు వైఎస్ ప్రయత్నించారని, తనకు సమాంతరంగా ఎదుగుతున్న పీజేఆర్ కూడా వైఎస్ ఎదగనివ్వకుండా హైకమాండ్ వద్ద చక్రం తిప్పారనే ఆరోపణలు కూడా లేకపోలేదు. వైఎస్ జమానాను మినహాయిస్తే రాష్ట్ర కాంగ్రెస్‌లో సమాంతర బలమైన నేతల సంస్కృతిని అధిష్ఠానమే ప్రోత్సహిస్తూవచ్చింది. ఇప్పుడు మళ్ళీ అమలుకు హైకమాండ్ సిద్ధమవుతున్నదనే వాదనలు వినిపిస్తున్నాయి.

Attacks on Muslim youths put cops on alert‎

Hyderabad, December 16: The city police are back on alert following attacks on three youths of a particular community by unidentified persons in the last two days. 

Intelligence agencies are suspecting mischief behind these attacks, as the modus operandi is similar to that of November incidents in which, activists of Hindu Vahini had reportedly targeted 12 Muslim youths in Hyderabad and Cyberabad. 

On the midnight of December 13, unknown persons attacked 40-year-old Mustafa on his head with a blunt object while he was on his way home in Bowenpally area.

At around the same time in Trimulgherry, Feroze, 23, was attacked on his head by unknown persons while he was riding a bicycle. Police are investigating the two incidents and have registered cases under Section 324 of the IPC (causing grievous hurt). 

On the same night another person, Adil Pasha, 45, a resident of Imambada, Rein Bazaar, was hit on his head by an unidentified person as he was walking back home from work. The incident took place under the communally sensitive Madannapet police station limits.

Police shifted Pasha to a private hospital in Kanchanbagh where his condition is reported to be critical. 

They said it was a hit-and-run accident case, and not that of an attack. But Pasha's relatives insist that he was attacked with a rod and have lodged a complaint with the police. "I suspect my husband has been targeted and an attempt to murder case should be booked," Pasha's wife Sana said. 

Madannapet police, going by the statement of a home guard, Moin, have registered a case under Section 338 IPC (causing grievous hurt to any person as to endanger life). Moin said Pasha was hit by an auto rickshaw.

Look at our love, say Ministers

 

Hyderabad, December 16: Even as ministers tried to make a show of how they had no differences among themselves, the undercurrent of disapproval over the style of functioning of chief minister N Kiran Kumar Reddy was evident on the second and final day of the twoday Collectors' Conference on Thursday.

With the media reporting that some ministers had entered into wordy duels among themselves while others were miffed at the chief minister's comments on Jalayagnam, the cabinet ministers, apparently on the instructions of the chief minister, tried to put up a show of how nothing was amiss. But the whole thing looked ridiculous to onlookers with the players stretching their act a bit too far.

While tourism minister Vatti Vasant Kumar planted a kiss on revenue minister N Raghuveera Reddy's cheeks to portray his love for him in front of the media, information minister DK Aruna and civil supplies minister D Sridhar Babu tried to explain how the collectors' conference helped in toning the administration.

Sridhar Babu and Danam Nagender, who had been matching word for word on the issue of ration cards Wednesday, suddenly appeared very pally overnight. 

Information and technology minister Ponnala Lakshmaiah was seen in the company of the chief minister, laughing loudly at the slightest provocation.

But the veil of pretence could not be stretched for long and soon lifted, with ministers speaking in hushed voices about how shabbily they were being treated by the chief minister.

The mood of the ministers did an about turn when the chief minister broached law and order issues at the meeting. Taking the cue, most ministers left the hall, as it is a subject which the chief minister discusses with the home minister, DGP and the collectors. But textiles minister P Shankar Rao decided to stay on.

Apparently inconvenienced by his presence, the chief minister sent word to him through an IAS officer asking him to leave the place.

The minister took exception to this and angrily shot back: "If you want, you leave the place. Why should I leave. What would happen if I stay on?" But he left the place nevertheless.

Other ministers too did not understand why their presence was a problem. A minister, on condition of anonymity, said: “I used to attend all the law and order meetings when YSR was the chief minister.” But there were some who supported Kiran Kumar Reddy. 

“I have been minister for quite a long time. Ministers usually don’t attend law and order meetings called by the chief minister,” Raghuveera Reddy said.

Excise officials held for illegal stash of money

Hyderabad, December 16: Three excise officials were arrested for possessing unaccounted money collected as 'mamools' from wine shops, bars and restaurants by AntiCorruption Bureau sleuths in Karimnagar district.

On information, ACB sleuths intercepted a Tata Victa with registration number AP 16B 7966 in front of the Zilla Parishad office in Karimnagar two days back.

Four persons, including the driver, M Ramesh were found travelling in the vehicle. 

The three others include excise inspector K Sivaprasad and subinspector CH Balanarsimha, both members of the Prohibition and Excise Enforcement, Special Task Force and the excise inspector of II Town, Godavarikhani, M Yadagiri. 

"An amount of more than Rs 3.62 lakh was seized from the driver,'' an official release said.

During interrogation of the driver, Ramesh, ACB sleuths came to know the amount was collected as mamool from owners of wine shops, bars and restaurants of Karimnagar district and also from excise officials by Sivaprasad and Balanarsimha.

"It also came to light that Yadagiri, the excise inspector handed over Rs 24,000 to STF members as part of mamool to Excise, STF officials,'' the release said. A case was registered against all three of them.

Meanwhile, the mandal surveyor in office of the special deputy collector (LA) Telugu Ganga, who is also incharge of B Mattam mandal in Kadapa district, C Prudhvi Raj was trapped by ACB sleuths when he took Rs 2,500 as bribe from a person to survey lands, the release said.
