అజర్‌కు ఊరట - Andhra high court lifts life ban on Azharuddin

మ్యాచ్ ఫిక్సింగ్, బెట్టింగ్ ఆరోపణలపై ప్రముఖ క్రికెట్ క్రీడాకారుడు అజరుద్దీన్‌పై విధించిన జీవిత కాల నిషేధాన్ని రాష్ట్ర హైకోర్టు రద్దు చేయడంతో ఆయనకే కాదు, ఆయన అభిమానులకు కూడా ఊరటనిచ్చింది. పన్నెండేళ్ళపాటు నడిచిన ఈ కేసులో ఎన్ని మలుపులు ఉన్నప్పటికీ, చివరకు తనకు న్యాయం లభించిందనే సంతృప్తి అజరుద్దీన్‌కు మిగిలిం ది. న్యాయస్థానం తీర్పును పరిశీలిస్తున్నామని బీసీసీఐకి చెందిన పెద్ద ఒకరు తెలిపారు. ఈ వ్యవహారాన్ని ఒక అజరుద్దీన్‌కే పరిమితం చేయకుండా ఇంకా విస్తృతంగా పరిశీలించాలె. 

సమకాలీన క్రికెట్ క్రీడలో అజరుద్దీన్ ఉన్నత శిఖరాలకు చేరిన ఆటగాడనడంలో సందే హం ఎవరికీ లేదు. క్రీడాకారుడిగా కానీ, జట్టు కెప్టెన్‌గా కానీ ఆయన సేవలు అత్యుత్తమమైనవి. హైదరాబాద్‌లోని మధ్యతరగతి కుటుంబంలో జన్మించిన అజరుద్దీన్, తమ కండ్ల ముందే సైకిల్‌కు ప్యాడ్‌లు కట్టుకుని మైదానానికి వెళ్ళే హుషారైన పిల్లగాడు క్రికెట్‌లో సాధించిన విజయాలు స్థానికులను ఉత్తేజాన్ని, ఆత్మవిశ్వాసాన్ని ఇచ్చాయి.

 అజర్ తొలి సెంచరీలను నాటి బ్లాక్ అండ్ వైట్ టీవీలలో చూసిన జ్ఞాపకం మధ్యతరగతి క్రికెట్ అభిమానుల కు మరిచిపోలేనిది. గవాస్కర్ కాలం తరువాత కొత్త తరానికి కపిల్ దేవ్‌కు, సచిన్‌కు మధ్యకాలంలో ఎదిగిన అజర్ యువతకు అభిమాన క్రీడాకారుడుగా వెలిగిపోయాడు. అజరుద్దీన్ టెస్టు క్రికెట్‌లోకి వచ్చీ రావడంతోనే ప్రభంజనం సృష్టించాడు. తొలి టెస్టులోనే సెంచరీ సాధించి ఔరా అనిపించాడు. 

ఆ వెంటనే ఆడిన రెండు టెస్టుల్లోనూ సెంచరీ కొట్టాడు. ఇట్లా వరుసగా మూడుటెస్టుల్లోనూ మూడు సెంచరీలు కొట్టడం ఇప్పటికీ రికార్డే. అజర్ రికార్డుకు మురిసిపోయిన ఒక స్థానిక రాజకీయపక్షం హైదరాబాద్ నగరంలోని బషీరుబాగ్ చౌరస్తాలో ‘అజర్, అజర్, అజర్ కంగ్రాజులేషన్స్’ అంటూ కట్టిన బ్యానర్ ఆనాడు విశేషంగా యువతను ఆకర్షించింది. అజరు క్రికెట్ రంగంలో అడుగుపెట్టడంతోనే వేగంగా నిలదొక్కుకున్నాడు.

ఓ దశలో అజర్ ప్రభంజనం కారణంగానే విశ్వనాథ్ అప్పట్లో రిట్మైంట్ ప్రకటించాల్సి వచ్చిందన్న వ్యాఖ్యలు కూడా వినిపించాయంటే ఆయన ఆటతీరు ఏస్థాయిలో సాగిందో అర్థం చేసుకోవచ్చు. ‘బ్యాటింగ్‌లో మణికట్టు మాయాజాలంతో ఆకట్టుకోవడంలో అజరుద్దీన్ తర్వాతే సచిన్ కానీ ఎవరైనా..’ అని మాజీ కెప్టెన్, అంతర్జాతీ య అంపైర్ వెంకవూటాఘవన్ అప్పట్లో ప్రశంసలు కురిపించాడు.

 అప్పట్లో ఇంగ్లండ్ జటు పై అజర్ విజృంభణను చూసి సంబురపడ్డ ప్రముఖ క్రికెట్ వ్యాఖ్యాత జాన్ వుడ్‌కాక్- ‘అజర్ లార్డ్స్ మైదానంలో ఆడితే అతడు కొట్టిన బంతిని పట్టుకునేందుకు గ్రేహౌండ్స్ దళాలను మోహరించాలేమో..’ అని ప్రశంసించాడు. బ్యాటింగ్‌లోనే కాదు, ఫీల్డింగ్‌లోనూ అజరుద్దీన్ విశిష్టత కాదనలేనిది. అన్నిటికీ మించి భారత జట్టు కెప్టెన్‌గా అజరుద్దీన్ చేసిన సేవ దేశం మరిచిపోలేనిది. అప్పటి వరకు భారత జట్టుకు గెలుపుపై ధీమా ఉండకపోయేది. అంతర్జాతీయ పోటీల్లో మనమూ గెలవగలమనే ధీమా అందించిన కెప్టెన్ అజరుద్దీన్. దేశానికి 14 విజయాలతో జట్టుకు ఆత్మవిశ్వాసాన్ని అందించాడు.


ఇదంతా ఇప్పుడు గుర్తు చేసుకోవలసిన సందర్భం, ఔచిత్యం ఉన్నది. తన క్రీడా జీవితమంతా క్రీడకు, దేశానికి సేవలందించిన ఆటగాళ్ళ పట్ల మనం వ్యవహరిస్తున్న తీరు ఇదేనా అనే ఆవేదన కలుగుతున్నది. క్రికెట్ క్రీడల్లో ఉత్తమ సేవలందించిన వారంతా దోషులు కారని చెప్పలేము. ఉన్నతస్థాయి క్రీడాకారులలోఎందరో మ్యాచ్ ఫిక్సింగ్‌లకు, బెట్టింగ్‌లకు పాల్పడిన వారు ఉండే ఉంటారు. కొన్ని దశాబ్దాలుగా ఆటతీరు పరిశీలిస్తే కచ్చితంగా ఉన్నారని కూడా చెప్పవచ్చు. అటువంటి వారిని గుర్తించి ఏరివేయాల్సిందే. ఇప్పుడు క్రీడారంగాన్ని పీడిస్తున్న అవినీతి అంతా ఇంతా కాదు.

దానిని ప్రక్షాళన చేయాలని క్రీడాభిమానులు కోరుకుంటున్నారు. కానీ నూనూగు మీసాల వయసు నుంచి ఆటనే ప్రాణంగా బతికి, జీవిత కాలమం తా సేవలందించి, ప్రపంచ వ్యాప్తంగా కోట్లాదిమంది అభిమానాన్ని మూటగట్టుకున్న క్రీడాకారుల పట్ల ఆరోపణలు వచ్చినప్పుడు తొందరపాటుతో వారి ప్రతిష్టకు భంగం కలగకుండా క్రీడారంగంలోని పెద్దలు వ్యవహరించాలె. ఈ విషయం ఇతరుల కన్నా క్రీడారంగంలోని పెద్దలకు ఎక్కువగా తెలిసి ఉండాలె. ఇంత సున్నితమైన విషయంలో అంత మొరటుగా నిర్ణయాలు తీసుకోకూడదు. పరువు ప్రతిష్టలను కాపాడుకునే హక్కు సాధారణ ప్రజలకైనా, క్రీడాకారులకైనా ఉంటుంది. 

అజరుద్దీన్ మీద బీసీసీఐ ఆనాడు నిషేధం విధించనట్టయితే అప్పటి వరకు 99 టెస్టుల్లో ఆడిన ఆయన మరో టెస్టుతో వంద పూర్తి చేసుకునేవాడు. వందకు చేరి రికార్డు సృష్టించాలనేది ఏ క్రీడాకారుడికైనా ఉండే కల. నిషేధం విధించిన నాటి నుంచి అజర్ కళంకితుడిగా గడపాల్సి వచ్చింది. ఆయన పొందిన నష్టాన్ని గణించడానికి ఏ కొలమానాలు సరిపోవు. తాను 99 టెస్టులు మాత్రమే ఆడాలనేది విధి రాత కావచ్చునని, తనకు ఎవరిపై ఆగ్రహం లేదని, బీసీసీఐపై కూడా న్యాయం కోసం పోరాడబోనని అజర్ నిర్వికారంగా వ్యాఖ్యానించడంలోనే ఆయనలోని ఆవేదన కనిపిస్తున్నది.

అజర్ ఆటలో ఏ ఒత్తిళ్ళకు లొంగినట్టు ఆధారాలు లేవని న్యాయస్థానం అభివూపాయపడింది. ఆయనపై జీవిత కాల నిషేధం విధించడానికి తగిన ఆధారాలను బీసీసీఐ చూపలేక పోయిందని కోర్టు స్పష్టం చేసింది. బీసీసీఐ ఏకపక్షంగా వ్యవహరించిందని కూడా పేర్కొంది. దీనిని బట్టి బీసీసీఐ ఆటగాళ్ళ పట్ల వ్యవహరిస్తున్న తీరు తెలిసిపోతున్నది. మ్యాచ్ ఫిక్సింగ్‌తో పాటు అనేక రూపాల అవినీతి క్రీడా వ్యవస్థను పీడిస్తున్నది.

 ఆరోపణలు వచ్చినప్పుడు ఆటగాళ్ళపై వేటు వేస్తూ, అతిగా స్పందించినట్టు కనిపిస్తున్నదే తప్ప బీసీసీఐ వ్యూహాత్మకంగా మ్యాచ్ ఫిక్సింగ్‌ను కట్టడి చేయడానికి, ఇతర విధాల అవినీతిని నిర్మూలించడానికి పూనుకోవడం లేదు. అజర్‌పై రాష్ట్ర హైకోర్టు తీర్పు నేపథ్యంలోనైనా బీసీసీఐ తనను సంస్కరించుకోవాలె. క్రీడావ్యవస్థను ప్రక్షాళన చేసి దోషులను గుర్తించడంలో తగిన విధానాలను రూపొందించుకోవాలె. ఈ విషయంలో కేంద్ర ప్రభుత్వం కూడా తనకు బాధ్యత ఉందని గ్రహించాలె.

‘HSBC arranged for opening of accounts abroad and withdrawal from Delhi itself’

India Against Corruption (IAC) released on Friday “the modus operandi” for transfer of undisclosed funds to Swiss banks as disclosed in the statements of three persons who had opened accounts in Dubai, Zurich and Geneva with HSBC Bank. They were named in a list of 700, which was shared by the French government in a compact disc with the Indian government last year. 

The names of the 10 VIPs, including the Ambanis, Congress MP Anu Tandon, Jet Airways chief Naresh Goyal and the Burman brothers of the Dabur Group, were among the 700 whose names were not revealed by the government. The accounts held by them pertained to 2006.

IAC members Arvind Kejriwal and Prashant Bhushan said Parminder Singh Kalra and Praveen Sawhney, who gave their statements, were based in Delhi, while the third person, Vikram Dhirani, was from Ghaziabad.

The persons, who were questioned under Section 132 (4)/133A of the Income Tax Act, 1961, revealed the modus operandi of the “underground banking” system or the ‘hawala’ network (money transferred but not moved).

As per the papers released by IAC at a press conference here, Mr. Dhirani said in his deposition that he had opened an account with HSBC in Dubai in 2005 and closed it in 2006. A bank representative came to him in Delhi to open an account. He did not travel to Dubai for opening or operating it. The formalities was completed in Delhi. He agreed that a person authorised by bank officials would collect the cash from him, which would show up in his HSBC account in Dubai. After the money was deposited, Mr. Dhirani was given a confirmation. However, no document was given.

IAC said the statement revealed that Mr. Dhirani told income tax officials that he had deposited about Rs. 12 crore in alleged unaccounted income in the Dubai account over a period of time. The account was closed in 2006, and the money was withdrawn and given to him in Delhi. Neither did he go to Dubai to collect the cash, nor did he arrange for his representative to take the cash on his behalf. “The bank officials arranged for delivery of cash… in India.”

According to IAC, Mr. Kalra opened an account with HSBC, Zurich, on the advice of a Swiss investment consultant based in Zurich. To make deposits of undisclosed money to the tune of Rs. 8 crore-Rs. 9 crore, he gave the cash in instalments to a person in Delhi. Every time, a different person came to collect the cash for being remitted in the Zurich branch of HSBC. The account was closed in 2008-09 even while he remained in Delhi.

“The statement shows,” Mr. Kejriwal said, “that bank officials are providing illegal channels for transfer of cash from their client account-holder in Delhi to Zurich and vice versa.”

He said Mr. Sawhney, who had opened an account with HSBC, Geneva, told income tax officials that his father had transferred $ 1.8 million to this account. “Regarding the modus operandi for withdrawal of money, Mr. Sawhney said he used to call the bank officials in Geneva who would arrange for delivery of cash in India through their agents in the hawala channel. All discussions with the bank officials were on the phone. Every time he asked for cash, a different person used to come to deliver it and he knew none of them.”

దేశంలోని బడా నేతల అవినీతి భాగోతాలను బయటపెడుతున్న ఇండియా ఎగైనెస్ట్ కరప్షన్ (ఐఏసీ) ఉద్యమకారుడు అరవింద్ కేజ్రీవాల్ శుక్రవారం నల్లధన కుభేరులపై విరుచుకుపడ్డారు. దేశంలో నల్ల ధనాన్ని ప్రభుత్వమే ప్రోత్సహిస్తోందని ఆరోపించారు. విదేశీ బ్యాంకుల్లో నల్లధనంపై చర్చ జరుగుతోందికానీ, దాన్ని వెనక్కి రప్పించడంలో ఏ ప్రభుత్వం గట్టిగా ప్రయత్నించలేదని విమర్శించారు. నల్లడబ్బును దాచిన నేతల వివరాలు తెలిసి కూడా ప్రభుత్వం వారిపై ఎలాంటి చర్యలు తీసుకోవడంలేదన్నారు. స్విట్జర్లాండ్ దేశంలోని జెనీవాలోని హెచ్‌ఎస్‌బీసీ బ్యాంకులో 700 మంది భారతీయులకు ఖాతాలు ఉన్నాయని తెలిపారు. ఆ ఖాతాల్లో మొత్తం రూ.6000 కోట్ల డబ్బు మూలుగుతోందని సంచలనాత్మక ఆరోపణ చేశారు. భారత్‌లో నల్లధనాన్ని హెచ్‌ఎస్‌బీసీ ప్రోత్సహిస్తోందన్నారు.

ఆ బ్యాంకులో ఖాతాలు కలిగిన వారిలో అంబానీ సోదరులు, జెట్ ఎయిర్‌వేస్ అధిపతి నరేశ్‌గోయల్, కాంగ్రెస్ ఎంపీ, రాహుల్‌గాంధీ కోర్ గ్రూప్ సభ్యురాలు అనూటాండన్‌లు ఉన్నారని చెప్పారు. వారు భారీ ఎత్తున ఆ బ్యాంకులో నల్ల ధనాన్ని దాచారని ఆరోపించారు. ఈ వివరాలను శుక్రవారం ఢిల్లీలో ప్రముఖ న్యాయవాది ప్రశాంత్ భూషణ్‌తో కలిసి కేజ్రీవాల్ విలేకరులకు వెల్లడించారు. హెచ్‌ఎస్‌బీసీ బ్యాంకులో రహస్య అకౌంట్లు కలిగిన బడా వ్యక్తుల వివరాలు ఇంకా తమ వద్ద ఉన్నాయన్నారు. వందల కోట్లు దాచిన వారిపై ఈగ కూడా వాలనీయకుండా, చిన్నవారిపై దాడులు చేస్తోందని ఆరోపించారు. అంబానీ సోదరుల ఖాతాల్లో చెరో రూ.100 కోట్లు ఉన్నట్లు కేజ్రీవాల్ చెప్పారు. వారి తల్లి కోకిలా బెన్ ఖాతాలో జీరో బ్యాలెన్స్ ఉందన్నారు. యశోవర్ధన్ బిర్లా ఖాతాలో కూడా జీరో బ్యాలెన్స్ ఉందని, రిలయన్స్ గ్రూప్‌కు చెందిన మొటెక్ సాఫ్టవేర్ సంస్థ ఖాతాలో రూ.2100 కోట్లు, కాంగ్రెస్ ఎంపీ అనూ టాండన్, ఆమె భర్త దివంగత సందీప్ టాండన్‌కు చెందిన ఖాతాల్లో రూ.125 కోట్లు.. దాబర్ కంపెనీకి చెందిన బర్మన్స్ సోదరుల ఖాతాల్లో రూ.25 కోట్లు ఉన్నట్లు తమ వద్ద ఆధారాలున్నాయని కేజ్రీవాల్ వివరించారు. ఈ వివరాలన్నీ 2006లో సేకరించినవిగా వెల్లడించారు.

కొత్త ఆరోపణలేంకాదు: ప్రభుత్వ వర్గాలు
నల్లధనంపై కేజ్రీవాల్ చేసిన ఆరోపణలను యూపీఏ ప్రభుత్వం తోసిపుచ్చింది. ‘ఆయన చేసిన ఆరోపణల్లో కొత్తదనం ఏమీ కనిపించడంలేదు. పైగా వాటికి సరైన ఆధారాలను కూడా ఆయన చూపడంలేదు’ అని ప్రభుత్వ వర్గాలు శుక్రవారం రాత్రి పేర్కొన్నాయి. ‘ఆదారాల్లేని ఆరోపణలపై నేను స్పందించను’ అని కాంగ్రెస్ అధికార ప్రతినిధి జనార్దన్ ద్వివేది కేజ్రీవాల్ ఆరోపణలపై స్పందించడానికి నిరాకరించారు. జెనీవాలోని హెచ్‌ఎస్‌బీసీ బ్యాంకులో తమకు ఎలాంటి అక్రమ ఖాతాలు లేవని.. కేజ్రీవాల్ చేసిన ఆరోపణలను అంబానీ సోదరులు తోసిపుచ్చారు. ప్రపంచవ్యాప్తంగా ఆర్‌ఐఎల్ నిర్వహించే ఆర్థిక కార్యకలాపాల వల్ల ఎన్నో బ్యాంకులతో సంబంధాలు ఉన్నాయని.. అందులో హెచ్‌ఎస్‌బీసీ ఒకటని శుక్రవారం ఒక ప్రకటనలో పేర్కొంది. కొన్ని స్వార్థపూరిత శక్తుల వల్లే కేజ్రీవాల్ ఆరోపణలు చేస్తున్నారని ఆరోపించింది. హెచ్‌ఎస్‌బీసీలో నల్లధనాన్ని బయటపెట్టాలని బీజేపీ నేత అద్వానీ కేంద్రాన్ని డిమాండ్ చేశారు. మరోవైపు కేజ్రీవాల్ ఆరోపణలను కాంగ్రెస్ ఎంపీ అనూటాండన్, జెట్ ఎయిర్‌వేస్ అధినేత నరేశ్‌గోయల్, దాబర్ ప్రమోటర్స్ బర్మన్స్ సోదరులు ఖండించారు. హెచ్‌ఎస్‌బీసీ కూడా ఆరోపణలను ఖండించింది.

హెచ్‌ఎస్‌బీసీ బ్యాంకులో ఖాతా తెరవాలంటే జెనీవా వెళ్లనక్కర్లేదని, ఆ బ్యాంకు ప్రతినిధులే ఇంటికి వస్తారని కేజ్రీవాల్ చెప్పారు. డబ్బులు కూడా వారికే అప్పగించొచ్చునన్నారు. శ్రమ లేకుండా ఆన్‌లైన్ ద్వారా డబ్బులను ట్రాన్స్‌ఫర్ చేసుకోవచ్చన్నారు. అవసరమైనప్పుడు సంప్రదించడానికి కాంటాక్ట్ నెంబర్ ఉంటుందన్నారు. ప్రస్తుతం దేశంలో హెచ్‌ఎస్‌బీసీ వల్ల హవాలా వ్యాపారం జోరుగా సాగుతోందన్నారు. వారిపై ప్రభుత్వం చర్య తీసుకోవాలని ఆయన డిమాండ్ చేశారు. ఎస్‌బీఐతో పోలిస్తే స్విస్ బ్యాంకులో ఖాతా తెరవడం చాలా సులభమన్నారు. హెచ్‌ఎస్‌బీసీ విధానాల వల్ల ఉగ్రవాదులకు మేలు జరుగుతోందన్నారు. పాకిస్థాన్‌లో ఉండి భారత్‌లో వ్యతిరేక కార్యకలాపాలకు పాల్పడుతున్న ఉగ్రవాదులకు, నేరస్తులకు ఈ బ్యాంకు ద్వారా డబ్బును ట్రాన్స్‌ఫర్ చేయడం సులభమన్నారు. ఇలాంటి అక్రమాలకు పాల్పడుతున్న హెచ్‌ఎస్‌బీసీపై దేశ ద్రోహం, భారత్‌పై యుద్ధం ప్రకటన వంటి కేసులను నమోదు చేసి, ఆ బ్యాంకు అధికారులను అరెస్టు చేయాలని కేజ్రీవాల్ డిమాండ్ చేశారు. ఆ బ్యాంక్ హవాలా దందా చేస్తుందనడానికి ఇంతకన్నా ఏం ఆధారాలు కావాలన్నారు.హెచ్‌ఎస్‌బీసీలో 700 మందికి ఖాతాలు ఉంటే 125 మందిపైనే దాడులు నిర్వహించడానికి కారణం ఏమిటని కేజ్రీవాల్ కేంద్రాన్ని ప్రశ్నించారు.

హెచ్‌ఎస్‌బీసీ బ్యాంకులో ఖాతాలున్న 700 మంది బడా నేతలకు కాపాడ్డానికి అప్పటి ఆర్థిక శాఖ మంత్రి ప్రణబ్‌ముఖర్జీ ప్రయత్నించారని కేజ్రీవాల్ ఆరోపించారు. వారి నల్లధనాన్ని తెల్లగా మార్చడానికి వాలెంటరీ డిస్‌క్లోజర్ ఆఫ్ ఇన్‌కం స్కీం (వీడీఐఎస్)ను ప్రవేశపెట్టారని చెప్పారు. విపక్షాల విమర్శలకు జడిసి దాన్ని విరమించుకున్నారన్నారు. ఆదాయపు పన్ను చట్టం కింద వారికి మినహాయింపు ఇవ్వాలని కూడా ముఖర్జీ ప్రయత్నించారని ఆరోపించారు. యూపీఏ ప్రభుత్వం బడా వ్యక్తులకు అమ్ముడుపోయిందన్నారు. ఇది చాలా తీవ్రమైన విషయమన్నారు. దేశ ఆర్థిక సార్వభౌమత్వాన్ని కూడా ఈ ప్రభుత్వం వారికి తాకట్టు పెట్టిందని విమర్శించారు. ఈ హెచ్‌ఎస్‌బీసీ బ్యాంకులో ఖాతాలు ఉన్నవారి వివరాలు అధికారికంగా నిరూపించడానికి తమ వద్ద ఎలాంటి ఆధారాల్లేవన్నారు. ఇటీవల మంత్రివర్గ విస్తరణలో మంత్రిపదవి దక్కించుకున్న ఓ కాంగ్రెస్ నేత చెప్పిన వివరాల ప్రకారమే తాము ఈ పరిశోధన చేశామన్నారు. ముగ్గురు వ్యక్తులపై ఆదాయపు పన్ను శాఖ దాడి చేసి రికార్డు చేసిన స్టేట్‌మెంట్ల ఆధారంగానే మరింత కూపీలాగి ఈ ఖాతాల వివరాలను సేకరించామని చెప్పారు.

Predictive software gets continually smarter

Eric Horvitz joined Microsoft Research 20 years ago with a medical degree, a Ph.D. in computer science and no plans to stay. “I thought I'd be here six months,” he said.

He remained at MSR, as Microsoft's advanced research arm is known, for the fast computers and the chance to work with a growing team of big brains interested in cutting-edge research. His goal was to build predictive software that could get continually smarter.

In a few months, Horvitz, 54, may get his long-awaited payoff: the advanced computing technologies he has spent decades working on are being incorporated into numerous Microsoft products.

Next year's version of the Excel spreadsheet program, part of the Office suite of software, will be able to comb very large amounts of data. For example, it could scan 12 million Twitter posts and create charts to show which Oscar nominee was getting the most buzz.

A new version of Outlook, the email program, is being tested that employs Horvitz's machine-learning specialty to review users’ email habits. It could be able to suggest whether a user wants to read each message that comes in.

Elsewhere, Microsoft's machine-learning software will crawl internal corporate computer systems much the way the company's Bing search engine crawls the Internet looking for websites and the links among them. The idea is to predict which software applications are most likely to fail when seemingly unrelated programs are tweaked.

If its new products work as advertised, Microsoft will find itself in a position it has not occupied for the last few years: relevant to where technology is going.

While researchers at MSR helped develop Bing to compete with Google, the unit was widely viewed as a pretty playground where Bill Gates had indulged his flights of fancy. Now, it is beginning to put Microsoft close to the centre of a number of new businesses, like algorithm stores and speech recognition services. “We have more data in many ways than Google,” said Qi Lu, who oversees search, online advertising and the MSN portal at Microsoft. MSR owes its increased prominence as much to the transformation of the computing industry as to its own hard work. The explosion of data from sensors, connected devices and powerful cloud computing centres has created the Big Data industry. Computers are needed to find patterns in the mountains of data produced each day.

In the long term, Microsoft hopes to combine even more machine learning with its cloud computing system, called Azure, to rent out data sets and algorithms so businesses can build their own prediction engines. The hope is that Microsoft may eventually sell services created by software, in addition to the software itself.

“Azure is a real threat to Amazon Web Services, Google and other cloud companies because of its installed base," said Anthony Goldbloom, the founder of Kaggle, a predictive analytics company. “They have data from places like Bing and Xbox, and in Excel they have the world's most widely used analysis software.”

Machine learning involves computers deriving meaning and making predictions from things like language, intentions and behavior. When search engines like Google or Bing offer “did you mean?” alternatives to a misspelled query, they are employing machine learning.

Horvitz, now a distinguished scientist at MSR, uses machine learning to analyze 25,000 variables and predict hospital patients' readmission risk. He has also used it to deduce the likelihood of traffic jams on a holiday when rain is expected. — New York Times News Service

TV goes digital in 3 metros; Chennai gets 5 days more

Cable television in Delhi, Mumbai and Kolkata switched over from analogue to digital mode at midnight on October 31, with about 4.5 lakh subscribers who have not yet installed a set-top box waking up to a television blackout on November 1. However, over 1.5 lakh tardy subscribers in Chennai can breathe easy for a few more days, with the Madras High Court granting a further extension of the switchover deadline in that city until November 5.

The race to meet the digitalisation deadline grew frenetic in the last few days, with the Ministry of Information and Broadcasting estimating that over 1 lakh set top boxes were installed on October 30, of which about 65,000 were in Delhi alone. Overall, 91 per cent of all cable television homes have successfully made the switch across the country, with Mumbai achieving a 100 per cent set-top box installation rate according to Ministry data.

That did not stop Bhawani Rajesh Cable and Digitech from filing a petition in the Bombay High Court seeking more time for Mumbai cable operators to comply with the new system. The court refused, noting that the deadline had already been extended from July 1 to November 1.

Inconvenience inevitable

“In June, you knew you have time till October. What have you done till today?” asked the court, adding, “A certain degree of inconvenience is inevitable in the enforcement of any deadline. The Union Ministry has taken this decision to cut off cable network with a view to providing quality service to consumers.” However, the court did note concern that a basic source of entertainment should not be blacked out at Diwali.

In Chennai, where only 62 per cent of cable TV households have installed set top boxes, the Madras High Court has taken a more lenient view, accepting the Chennai Metro Cable Operators Association’s petition that not enough STBs are available in the city as yet. Their deadline has now been extended to next Monday to ensure that 1.57 lakh remaining homes are covered.

In Delhi, 95 per cent of homes had been covered as per data available on Wednesday afternoon. Ministry officials indicated that work was still ongoing to reach the 1.09 lakh remaining households over the next few days.

17% uncovered in Kolkata

Kolkata has the largest number of potential blackouts, with 3.38 lakh homes — about 17 per cent of cable subscribers — still to be covered. West Bengal Chief Minister Mamata Banerjee has been vocal in her opposition to the deadline. PTI reports that even consumers with set-top boxes could face a blackout. Cable Operators Digitisation Committee Joint Convenor Milan Chatterjee reportedly said that while the implementation could be a law and order threat, “some cable operators might also stop signals to save their skin as 60 per cent of the people have not received STBs yet.”

Spam hits Indian Skype users

 

A “malicious spam” has hit the internet-based audio-video communicator ‘Skype’ in the Indian cyberspace and anti-hacking sleuths have asked users to remain alert and cautious.

“A malicious spam campaign is on the rise targeting Skype users by sending instant message which appears to come from friends in the Skype contact list,” a government advisory to ‘Skype’ users in India. Cyber security experts found the malware content has been lurking in the vicinity of cyber networks of Indian users who use this popular Voice-over Internet Protocol (VoIP) service.

A number of Indians use ‘Skype’ to communicate with their friends, relatives and other contacts within and outside the country.

The government agency mandated to counter such threats - the Computer Emergency Response Team (CERT—In) under the Communications and Information Technology ministry, said the spam “eventually controls the victim machine by opening a backdoor and communicating to a remote ‘http’ server.

“The worm reported as stealing user credentials, engaging in click fraud activities and pose as ransom ware,” the agency said.

Cyber sleuths have also recommended a number of counter measures in this regard as it asked the users of this form of web telephony not to “follow unsolicited web links or attachments in Skype messages and install latest security updates to Skype”.

“Download the latest version of the Skype from the trusted markets, install and maintain updated anti-virus software at gateway and desktop level, use caution when opening attachments and accepting file transfers, disable auto play feature as a safe practice.

“Use caution when clicking on links to web pages and protect yourself against social engineering attacks,” the agency advised internet users in the country.

Myanmar camps overwhelmed after fresh unrest: UN

Sittwe (Myanmar), October 30:

Food, water and medical help are in short supply at overcrowded camps in violence-hit western Myanmar that are "stretched beyond capacity", the UN refugee agency said today.

Buddhist-Muslim bloodshed in Rakhine state has caused more than 28,000 people to flee their homes this month, UNHCR said in a statement.

It is clearly urgent that law and order be restored to prevent further violence and that access is facilitated so that aid can be provided to those in need," the agency said.

The latest fighting, which erupted on October 21, has seen whole neighbourhoods razed in a spate of arson attacks that United Nations staff reported had resulted in "widespread destruction and displacement".

Dozens of people have been killed in the fresh unrest.

Thousands from mainly Muslim communities have streamed towards camps already struggling to cope with the 75,000 people displaced by earlier clashes in June.

With the new influx, these already overcrowded camps are being stretched beyond capacity in terms of space, shelter and basic supplies such as food and water," UNHCR said.

Food prices in the area have doubled and there are not enough doctors to treat the sick and wounded."

Cyclone Nilam stationary, to cross TN coast tomorrow

Cyclonic storm Nilam remained practically stationary and lay centred at about 450 km south-southeast of Chennai and 130 km North-northeast of Trincomalee at 2.30 p.m. on Tuesday, the Met department said. 

A deep depression over the Bay of Bengal, which would further intensify into a cyclonic storm, on Tuesday brought heavy rains in many parts of Tamil Nadu, especially in coastal areas, prompting the government to declare a holiday for schools. 

Chennai, Kancheepuram, Cuddalore and Villupuram received heavy rains in the morning, inconveniencing commuters. The cyclonic storm would cross between Nagapattinam and Nellore tomorrow, Met Department said. 

“The deep depression over southwest Bay of Bengal moved westwards, and lay centred at 1800 UTC of yesterday over southwest Bay of Bengal near latitude 9.00N and longitude 82.00E, about 500 km south-southeast of Chennai and 100 km east-northeast of Trincomalee (Sri Lanka).” 

“The system would intensify further into a cyclonic storm and move westwards for some more time and come very close to Sri Lanka coast and then move northwestwards and cross north Tamil Nadu and adjoining south Andhra Pradesh coast between Nagapattinam and Nellore by tomorrow afternoon,” the Met Department said. 

It forecast “heavy to extremely heavy rainfall” upto 25 cm or more besides squally winds reaching upto 45—55 kmph of speed and gusting upto 65 kmph off north Tamil Nadu, Puducherry and adjoining south Andhra Pradesh coasts during next 12 hours”, it said. 

“The wind speed would gradually increase thereafter as the system comes closer to coast. Sea condition will be very rough to high along and off north Tamil Nadu, Puducherry and adjoining south Andhra Pradesh coasts during next 48 hours. 

Fishermen along north Tamil Nadu, Puducherry and adjoining south Andhra Pradesh coasts are advised not to venture into the sea,” the department said.
