Manmohan expands cabinet with new faces

Salman Khurshid was on Sunday made External Affairs Minister and Veerappa Moily given Petroleum portfolio as Prime Minister Manmohan Singh undertook a major reshuffle of Council of Ministers and inducted 17 new faces. 

As part of the revamp of the government that had faced criticism over perceived policy paralysis and corruption allegations, Pawan Kumar Bansal was shifted from Water Resources to Railways and S Jaipal Reddy moved from the high profile Petroleum to Science and Technology and Earth Sciences. 

Former Rajya Sabha Deputy Chairman and veteran leader from Karnataka K Rahman Khan made a re-entry into the government as Minority Affairs Minister, a portfolio held by Khurshid. In UPA-I, Mr. Khan was a Minister of State. 

Surprisingly, Mr. Khurshid, who also held the portfolio of Law, got the high-profile External Affairs Ministry despite the controversy surrounding him over allegations of financial bungling by a trust run by him and his wife. 

Dinsha Patel was promoted as Cabinet Minister in Mines Ministry in the reshuffle and expansion that raised the strength of the Council of Ministers to 78 from 67.

Rahul Gandhi, who was earlier speculated to join the government, kept away with the Prime Minister saying the young leader wants to strengthen the party, notwithstanding his request to become a minister. 

The exercise, which the Prime Minister said was “hopefully, probably the last” before next Lok Sabha polls, was confined to Congress party barring the inclusion of Tariq Anwar of NCP as a Minister of State. 

Twentytwo ministers were administered the oath of office and secrecy by President Pranab Mukherjee at a ceremony at Rashtrapati Bhavan attended by Vice President Hamid Ansari, the Prime Minister, Congress president Sonia Gandhi, Rahul Gandhi, Cabinet Ministers and Leader of Opposition Sushma Swaraj. 

The Prime Minister took away portfolios from ministers holding more than one charge and filled in the vacancies created by exit of six Trinamool Ministers, death of Vilasrao Deshmukh and resignation of eight Ministers including S M Krishna, Virbhadra Singh, Ambika Soni, Mukul Wasnik and Subodh Kant Sahai. 

The new faces brought in included actor-turned-politician Chiranjeevi who has been made MoS with Independent charge in the Ministry of Tourism while Manish Tewari has been given I&B, a portfolio held by Ambika Soni who resigned on Saturday. 

Shashi Tharoor, who had to quit as MoS External Affairs in April 2010 in the wake of allegations of wrongdoing in buying stakes in an IPL team, has made a comeback as MoS HRD. 

Telecom Minister Kapil Sibal shed HRD portfolio to M M Pallam Raju, who has been promoted in the reshuffle. Earlier, Raju was Minister of State for Defence.

Another significant promotion has been made in the case of Ashwani Kumar who has been upgraded to the Cabinet rank and given the charge of the Law Ministry held by Khurshid. 

Yet another upgradation has been made in the case of Harish Rawat, who was overlooked for the post of Chief Minister of Uttarakhand earlier this year and had revolted. 

From MoS in Agriculture Ministry, he has now been made a Cabinet Minister for Water Resources. 

The other promotions are Dinsha Patel from MoS to Cabinet Minister in the Mines Ministry and Ajay Maken, who has been shifted from Sports to Housing and Urban Poverty Alleviation. 

Significant changes have also been made by upgrading three young Ministers of State, considered close to Rahul Gandhi, and giving them independent charge. 

They are Jyotiraditya Scindia who has been given Power and Sachin Pilot Corporate Affairs, both of which were held by Moily in Cabinet rank. Jitendra Singh, who was MoS in Home Ministry, has been given Youth and Sports Affairs. 

Veteran Congress leader and MoS K H Muniyappa has been shifted from Railways to Micro, Small and Medium Enterprises (MSME) and Bharatsinh Solanki from Railways to Drinking Water and Sanitation with Independent charge. 

The other Ministers of State who have been shifted are D Purandeswari (from HRD to Commerce and Industry), Jitin Prasada (from Road Transport to Defence and HRD), S Jagathrakshakan (from I&B to New and Renewable Energy), K C Venugopal (from Power to Civil Aviation) and Parliamentary Affairs Minister Rajiv Shukla who gets additional charge of Planning. 

MoS External Affairs E Ahamed has shed the additional charge of HRD while R P N Singh has been shifted from Petroleum to Home. 

Cabinet Minister Vayalar Ravi retains Overseas Indian Affairs, Kapil Sibal Communications and IT, Jairam Ramesh Rural Development while Selja has been shifted from HUPA to Social Justice and Empowerment. 

The new faces who have been inducted as MoS are K Suresh (Labour and Employment), Tariq Anwar (Agriculture and Food Processing Industries), K J Suryaprakash Reddy (Railways), Ranee Narah (Tribal Affairs), Adhir Ranjan Chowdhry (Railways), A H Khan Chowdhry (Health and Family Welfare), S Satyanarayana (Road Transport and Highways), Ninong Ering (Minority Affairs), Deepa Dasmunsi (Urban Development), P Balram Naik (Social Justice and Empowerment), K Kruparani (Communications and IT) and Lalchand Kataria (Defence). 

Railways portfolio was being held by C P Joshi as additional charge since Trinamool Congress quit the government last month.

It’s gonna be a humdinger (Skyfall)

On the eve of James Bond’s 50th anniversary, the big question Bond buffs are asking is: Is 007 bisexual? The purists might squawk, but nothing has pepped up more interest in the latest offering from the world’s longest-selling film franchise; besides Daniel Craig’s swimming trunks scene, of course. 

The evidence so far is a scene in which Javier Bardem, playing a smooth villain named Silva, has Bond all tied up and then caresses his chest. To which 007 asks coolly (but of course): “What makes you think this is my first time?” Ah, the mystery, the suspense. 

All Craig has confirmed is that he doesn’t “see the world in sexual divisions”. But that is obviously enough to stir up passions, and, no doubt, acquire a few million more drooling fans. And, as a bonus, 007 will be seen in his trunks again. 

Add that to a storyline in which Bond fakes his own death, a theme song by Adele that has already hit the charts and the usual assortment of glam girls, slick gadgets and the formidable M and you have a humdinger in the 23rd Bond film. 

But it is director Sam Mendes (American Beauty, The Road to Perdition, Revolutionary Road) who is going to make the winning difference in this film. Many of his movies have a haunting quality about them but he sees this film differently. A Bond fan since his youth, he has said he wants to make “a big, entertaining, glamorous, escapist movie that also says something about the world we live in.” 

The storyline is about a Bond adventure gone wrong that results in an attack from within on MI6. Bond’s loyalty to M is put under strain as is MI6 itself. The action is global of course, with Turkey and Istanbul featuring scenically. There are also some dramatic scenes in London itself, for a change. (No news, however, on whether Her Majesty Queen Elizabeth will do a cameo in this one, too.) 

Back home, the movie will release in English, Hindi, Tamil and Telugu. Clearly, language is no barrier for the quintessentially English superspy.

China blocks New York Times, alleging ‘smear’ on Premier

China on Friday accused the New York Times of smearing the government and blocked the American newspaper’s websites, after it published an investigative report detailing that the assets of the relatives of Premier Wen Jiabao amounted to more than US$ 2.7 billion (Rs. 14,450 crore). 

The Foreign Ministry said the report “blackens China’s name and has ulterior motives”, hours after authorities blocked the English and newly-launched Chinese-language websites of the newspaper, which published the article early on Friday.

The report, which the New York Times said was based on a detailed review of company and regulatory filings, said a number of Mr. Wen’s relatives, from his mother and younger brother to his son and brother-in-law, held assets worth more than US$ 2 billion, in companies in sectors ranging from insurance and construction to real estate. 

While the article said none of the holdings were in Mr. Wen’s name and there was no direct evidence of his role in promoting his relatives, it was apparent that their wealth soared as Mr. Wen climbed party ranks to the post of Premier. His relatives held a fortune in excess of US$ 2.7 billion; the Premier is thought to be on an annual salary in the range of US$ 20,000. 

Mr. Wen, who has served as the head of the State Council or Cabinet since 2002, is the top official in charge of economic affairs. The article pointed to serious conflicts of interest between the decisions he took as an official in charge of economic regulations and the assets held by his relatives in companies that benefited from reforms. 

For instance, it claimed his relatives had bought a stake in the Ping An insurance company before it was floated on the stock market, and had garnered a share of US$ 2.2 billion in the company as of 2007. 

With the newspaper’s websites blocked in China and censors scrubbing any references to the article on Chinese micro-blogging sites, it remains unlikely that people in China – besides the few hundred thousand who use software to scale censorship restrictions – would have seen the report on Friday. 

The timing of the report is, nevertheless, damaging for Mr. Wen, who will step down from the party’s nine-member Politburo Standing Committee at the November 8 Party Congress. Mr. Wen, through his decade-long tenure as Premier, has been particularly mindful of his legacy, voicing repeated calls for political reforms – although he had little success in pushing these forward – and social equality. Known as "Grandpa Wen", he is perhaps China's most popular politician, seen by many Chinese as being more open than his colleagues, particularly after he travelled to Sichuan in the wake of the devastating earthquake in 2008. 

He has, however, attracted many detractors from across the political spectrum. The former Premier Zhu Rongji, who championed market reforms, is known to be strongly critical of Mr. Wen’s handling of the economy. Mr. Wen has, ironically, also angered those on the Left, particularly after he led the charge against the populist former Chongqing Party Secretary Bo Xilai, who was expelled from the party last month. Mr. Wen publicly criticised Mr. Bo during his annual interaction with journalists in March, accusing him of violating the party’s consensus by seeking to revive neo-Maoist ideas. 

Even prior to the publishing of the New York Times report, political circles in Beijing have long speculated on the wealth of Mr. Wen’s wife, Zhang Beili, who works in the jewellery trade. Media in China are, however, not allowed to publish stories critical of the Central leadership, although they regularly publish corruption stories related to local-level officials. In an apparent reference to the speculation, Mr. Wen, at the same March press conference, said he would leave office “with the courage to face history”. “There are people who will appreciate what I have done but there are also people who will criticise me,” he said. 

“Ultimately, history will have the final say.” 

Some Chinese journalists reacted to Friday’s report suggesting it might be seen as being related to factional politics, although there is no evidence to suggest this was the case. Bloomberg News earlier carried reports detailing the fortunes of the families of Mr. Bo and Xi Jinping, Hu Jintao’s anointed successor. “Even if it is not true, some people will see this as a response to the Bo Xilai article and wonder if interested parties were involved in some way," one journalist speculated. 

New York Times said it had painstakingly prepared the report by poring through company and regulator filings, though it added that in many instances "the names of the relatives have been hidden behind layers of partnerships and investment vehicles involving friends, work colleagues and business partners". "In the senior leadership, there’s no family that doesn’t have these problems," a former government colleague of Mr. Wen's told the newspaper. “His enemies are intentionally trying to smear him by letting this leak out."

ఇది డిసెంబర్‌లో నుంచి అందుబాటులోకి రానుంది. ఇంతకు ముందు ఇలాంటి సేవలు అందించేందుకు 51969 ఫోన్ నెంబర్ ఉన్నప్పటికీ దీనికి ఫోన్ చేసే అవకాశం లేకుండా కేవలం ఎస్సెమ్మెస్ ద్వారా మాత్రమే సేవలు పొందేందుకు వీలు ఉండేది. ఈ నెంబర్‌తో ఎస్సెమ్మెస్ ద్వారా సమాచారం పొందాలన్నా, పంపించాలన్నా కొంత పరిధిలోనే సాధ్యమయ్యేది.

పోలీసుల అత్యుత్సాహం

రాజిడ్డి అంతిమయావూతలో పాల్గొనేందుకు తెలంగాణవాదులు భారీగా తరలిరావడంతో పోలీసులు అత్యుత్సాహం ప్రదర్శించారు. బందోబస్తు పేరిట టియర్‌గ్యాస్, రబ్బర్ బుల్లెట్లతో ప్రత్యక్షమయ్యారు. దీంతో తెలంగాణవాదులు మండిపడ్డారు. తెలంగాణ మార్చ్‌లో సీమాంధ్ర సర్కార్ ఆదేశాల మేరకు పోలీసులు టియర్‌గ్యాస్ ప్రయోగించినందుకే రాజిడ్డి మృతిచెందాడని, తిరిగి ఆయన అంతిమయావూతలో టియర్‌గ్యాస్‌తో రావడమేమిటని జేఏసీ చైర్మన్ కోదండరాం నిలదీశారు. ఇలా ఇంకెంతమంది ప్రాణాలను బలితీసుకుంటారని కూకట్‌పల్లి ఏసీపీ మల్లాడ్డిని ప్రశ్నించారు. తుపాకులు, టియర్‌గ్యాస్‌తో బందోబస్తు చేస్తున్న పోలీసులను వెంటనే తిరిగి పంపాలని ఏసీపీకి సూచించారు. ‘పోలీసులు గో బ్యాక్’ అంటూ కేపీహెచ్‌బీ టెంపుల్‌బస్టాప్ వద్ద కోదండరాం, జేఏసీ నేతలు, తెలంగాణవాదులు బైఠాయించారు. ‘అంతిమ యాత్రలో పాల్గొంటే మాకు అభ్యంతరం లేదు, కానీ కవ్వింపు చర్యలకు పాల్పడితే పరిణామాలు తీవ్రంగా ఉంటాయి’ అని ఏసీపీ మల్లాడ్డిని తెలంగాణవాదులు హెచ్చరించారు. దీంతో ఏసీపీ.. టియర్‌గ్యాస్ పోలీస్ బృందాన్ని తెలంగాణవాదులకు కనిపించకుండా దూరంగా తరలించారు.

దారిపొడువునా అశ్రునివాళి

కూకట్‌పల్లిలోని 3వ ఫేజ్‌లోగల నివాసం నుంచి రాజిడ్డి అంతిమయాత్రం ఉదయం 11 గంటలకు ప్రారంభమైంది. మృతదేహాన్ని తరలించేందుకు సమాయాత్తవగా, భార్య సరస్వతి, కుమారులు వంశీకృష్ణాడ్డి, సాయికృష్ణాడ్డిలు బోరునవిలపించారు. వారి రోదన అందరినీ కలచివేసింది. అశ్రునయనాల నడుమ, తెలంగాణ నినాదాలతో అంతిమయాత్ర ముందుకు సాగింది. దారిపొడువునా రాజిడ్డికి జనం నివాళులర్పించారు. మధ్యాహ్నం ఒంటిగంటకు హైటెక్‌సిటీ రైల్వేస్టేషన్ సమీపంలోని హిందూ శ్మశాన వాటికలో రాజిడ్డి భౌతిక కాయానికి దహనసంస్కారాలు పూర్తయ్యా యి. ఆయన చితికి పెద్దకుమారుడు వంశీకృష్ణాడ్డి కుమారుడు నిప్పంటించాడు. రాజిడ్డి మరణవార్తను ఆయన మిత్రులు ఇంకా జీర్ణించుకోలేకపోతున్నారు. ఇన్నాళ్లు తమతో కలిసి తిరిగిన రాజిడ్డి లేకపోవడం తీరనిలోటని మిత్రులు వాపోయారు.

ఓయూలో రాజిరెడ్డికి నివాళి

హబ్సిగూడ: తెలంగాణ అమరవీరుడు రాజిరెడ్డికి శుక్రవారం ఓయూలో విద్యార్థులు నివాళులర్పించారు. టీఎస్, ఓయూ జేఏసీల ఆధ్వర్యంలో ఆర్ట్స్ కళాశాల ఎదుట ఈ కార్యక్రమం నిర్వహించారు. ఈ సందర్భంగా టీఎస్ జేఏసీ చైర్మన్ పిడమర్తి రవి మాట్లాడుతూ రాజిరెడ్డి మరణంపై, తెలంగాణ మార్చ్‌లో పోలీసుల చర్యలపై సీబీఐ విచారణ జరిపించాలని డిమాండ్ చేశారు. ప్రభుత్వం తెలంగాణ మార్చ్‌కు అనుమతి ఇచ్చి పోలీసులతో కవ్వింపు చర్యలకు పాల్ప డిందని ఆగ్రహం వ్యక్తం చేశారు. కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ఎన్ని కుట్రలకు పాల్పడినా ప్రత్యేక రాష్ట్రం సాధించేంత వరకు ఉద్యమం ఆగదని చెప్పారు. రాజిరెడ్డికి నివాళులర్పించిన వారిలో ఓయూ జేఏసీ నాయకులు తిరుమలి కొండల్, టీఎంవీఎస్ రాష్ట్ర కన్వీనర్ గద్దల అంజిబాబు తదితరులు ఉన్నారు.



రాజిడ్డి మృతికి సంతాపంగా కేపీహెచ్‌బీ బంద్

కేపీహెచ్‌బీకాలనీ/బాలానగర్: రాజిడ్డి మరణంతో కేపీహెచ్‌బీ ఒక్కసారిగా శోకసమువూదంలో మునిగిపోయింది. రాజిడ్డి కొంతకాలంగా కేపీహెచ్‌బీకాలనీ 3వ ఫేజ్ రెసిడెంట్స్ వెల్ఫేర్ అసోసియేషన్ అధ్యక్షుడిగా కూడా కొనసాగారు. సహజంగానే ఆయనకు ఇక్కడి వ్యాపార, వాణిజ్యవర్గాలతో సంబంధాలు ఎక్కువగా ఉన్నాయి. ప్రతి ఒక్కరితో చనువుగా మెదలడంతో ఆయన మృతిని స్థానిక వ్యాపార, వాణిజ్యవర్గాలు జీర్ణించుకోలేకపోయాయి. సంతాపసూచకంగా కేపీహెచ్‌బీ బంద్‌కు పిలుపునిచ్చాయి.

హైదరాబాద్ సిటీబ్యూరో: తెలంగాణ ఉద్యమాన్ని శాంతిభద్రతల సమస్యగా చిత్రీకరించి ప్రజల ప్రాణాలతో ప్రభుత్వం చెలగాటమాడుతున్నదని జేఏసీ చైర్మ న్ కోదండరాం మండిపడ్డారు. ఉద్యమంలో హింస ఎక్కడా జరగలేదని, ప్రభుత్వమే ప్రోత్సహిస్తున్నదన్నారు. రాజిడ్డి అంతిమయావూతలో పాల్గొన్న ఆయన మీడియాతో మాట్లాడుతూ తెలంగాణ మార్చ్‌లో ప్రభుత్వం జరిపిన దాడిలో వంద మందికిపైగా గాయపడ్డారని, ఐదుగురి పరిస్థితి విషమంగా ఉందన్నారు. కాలంచెల్లిన టియర్‌గ్యాస్‌తోనే రాజిడ్డి మరణించాడని,ఇది ప్రభుత్వ హత్యేనన్నారు. బాధ్యులపై హత్యా నేరం నమోదు చేసి,మృతిపై విచారణ జరపాలన్నారు.



మలిదశలో ఇదే మొదటి హత్య: కిషన్‌డ్డి

ఉద్యమంలో 1969 తర్వాత ప్రభుత్వం చేసిన మొద టి హత్య రాజిడ్డిదేనని బీజేపీ రాష్ట్ర అధ్యక్షుడు కిషన్‌డ్డి అన్నారు. సీఎం కిరణ్‌కుమార్‌డ్డిదే బాధ్యత అని, మొదటి ముద్దాయి అని పేర్కొన్నారు. సీఎంపై హత్యానేరం నమోదు చేయాలని డిమాండ్ చేశారు.



రూ. 50లక్షల ఎక్స్‌క్షిగేషియా ఇవ్వాలి: వినోద్

మార్చ్‌కు అనుమతి ఇచ్చినా, జరగనివ్వనని ఆనాడు డీజీపీ దినేశ్ చెప్పారని, వస్తే కాల్చేస్తామని బ్యానర్లు కట్టించారని టీఆర్‌ఎస్ పొలిట్‌బ్యూరో సభ్యుడు వినోద్‌కుమార్ మండిపడ్డారు.బ్యానర్లలో చెప్పినట్లే రాజిడ్డిని డీజీపీ బలిగొన్నారని న్యాయస్థానానికి వెళ్లి దుర్మార్గాన్ని నిరుపిస్తామన్నారు. రాజిడ్డి కుటుంబానికి రూ. 50 లక్షల ఎక్స్‌పూగేషియో ఇవ్వాలన్నారు.



నేతలు నాటకాలు కట్టిపెట్టాలి: కే నారాయణ

రాజిడ్డి మరణం తర్వాతనైనా తెలంగాణ నేతలు నాటకాలు కట్టిపెట్టి రాష్ట్ర సాధన కోసం కృషి చేయాలని సీపీఐ రాష్ట్ర కార్యదర్శి నారాయణ సూచించారు. రాజిడ్డి మృతికి ప్రభుత్వం బాధ్యత వహించాలన్నా రు.రాజిడ్డి కుటుంబానికి సాయం చేస్తామన్నారు.



రాజిడ్డి స్ఫూర్తితో రాష్ట్రం సాధిద్దాం: అల్లం నారాయణ

1969లో పోలీసుల దాష్టీకానికి 369 మంది బలైతే, మలిదశ పోరాటంలో సీమాంవూధ నేతలు,డీజీపీ, సీఎం దాష్టీకానికి బలైన మొదటి వీరుడు రాజిడ్డి అని టీజేఎఫ్ అధ్యక్షుడు అల్లం నారాయణ పేర్కొన్నారు. రాజిడ్డి కుటుంబాన్ని ఆదుకోవడానికి తెలంగాణ సమాజం ముందుకు రావాలని పిలుపునిచ్చారు. రాజిడ్డి అమరత్వం స్ఫూర్తిగా తెలంగాణ సాధనకు అందరూ కృషి చేయాలని కోరారు.



న్యాయ విచారణ జరిపించాలి: దేవీవూపసాద్‌రావు

రాజిడ్డి మృతిపై న్యాయవిచారణ జరిపించాలని టీ ఎన్జీవో సంఘం అధ్యక్షుడు దేవీవూపసాద్‌రావు డిమాం డ్ చేశారు. రాజిడ్డి కుటుంబాన్ని ఆదుకుంటామని, రాజకీయ పార్టీలు ముందుకు రావాలని కోరారు. ఉద్యమాన్ని అణచివేయాలనుకుంటే పరిణామాలు తీవ్రంగా ఉంటాయని టీజీవో సంఘం అధ్యక్షుడు శ్రీనివాస్‌గౌడ్ హెచ్చరించారు. రాజిడ్డిది ముమ్మాటికి హత్యేనని జేఏసీ కన్వీనర్ స్వామిగౌడ్ వ్యాఖ్యానించారు. రాజిడ్డి కుటుంబ సభ్యులకు ప్రభుత్వ ఉద్యోగం ఇవ్వాలని తెలంగాణ జాగృతి అధ్యక్షురాలు కవిత డిమాండ్ చేశారు. ‘తెలంగాణపై కాంగ్రెస్ పార్టీ నాన్చుడు పద్ధతి పెడితే.. మేము దంచుడు పద్ధతి పెట్టాల్సి వస్తుంది’ అని టీఆర్‌ఎస్ పొలిట్ బ్యూరో సభ్యుడు నాయిని నర్సింహడ్డి హెచ్చరించారు. గాయకుడు రసమయి బాలకిషన్ మాట్లాడుతు ముఖ్యమంత్రి, హోంమంత్రి, డీజీపీపై హత్యా నేరం కింద కేసు నమోదు చేయాలని డిమాండ్ చేశారు.

హైదరాబాద్, అక్టోబర్ 23 ():కష్టకాలంలో పార్టీని విలీనం చేసి ప్రభుత్వాన్ని కాపాడిన చిరంజీవి త్యాగానికి గుర్తింపు దగ్గర్లోనే ఉన్నట్లు కనిపిస్తోంది. నెలాఖరులో జరిగే కేంద్ర మంత్రివర్గ విస్తరణలో చిరంజీవికి బెర్తు ఖాయమన్న వాదన బలంగా వినిపిస్తోంది. ఆయనకు పర్యాటక శాఖ ఇస్తారని తెలుస్తోంది. చిరంజీవితో పాటు మరొకరికి కూడా మంత్రివర్గ విస్తరణలో అవకాశం వస్తుందని భావిస్తున్నారు. తుది కూర్పులో వీలు చిక్కితే ఆంధ్రవూపదేశ్‌కు మరో బెర్తు లభించే అవకాశాలు కూడా లేకపోలేదని అంటున్నారు. అదే సమయంలో ఇప్పటికే రాష్ట్రం నుంచి కేంద్ర కేబినెట్‌లో ఉన్న కొందరికి ప్రమోషన్‌లు కూడా ఇస్తారన్న చర్చ జరుగుతోంది. ఖాయంగా కనిపిస్తున్న రెండు బెర్తుల్లో ఒకటి చిరంజీవికి పోను.. మిగిలినది తెలంగాణ ప్రాంతానికి దక్కుతుందని అంటున్నారు. ఈ స్థానం కోసం తెలంగాణ ప్రాంతం నుంచి సీనియర్ నేత వీ హన్మంతరావు, ఎంపీలు సర్వే సత్యనారాయణ, అంజన్ కుమార్ యాదవ్‌లు రేసులో ఉన్నట్లు సమాచారం. మరోవైపు చాలా కాలం నుంచి కేంద్ర కేబినెట్‌పై ఆశలు పెట్టుకున్న కావూరి సాంబశివరావు, కోట్ల సూర్యవూపకాశ్‌డ్డి సైతం వారి ప్రయత్నాల్లో ఉన్నట్లు పార్టీ వర్గాల్లో వినిపిస్తోంది. నెలాఖరులో కేంద్ర కేబినెట్ పునర్వ్యవస్థీకరణ తథ్యమని మస్తిన నుంచి బలమైన ఊహాగానాలు వస్తున్న నేపథ్యంలో కేంద్ర కేబినెట్ పదవులపై రాష్ట్ర ఎంపీలు ఆశలు పెట్టుకుంటున్నారు. అవకాశం ఉన్నది రెండు ఖాళీలకే అయినా ఆశావహులు మాత్రం భారీ సంఖ్యలోనే కనిపిస్తున్నారు. మూడో మంత్రిని కూడా రాష్ట్రం నుంచి తీసుకోవాలని భావించిన పక్షంలో రాయలసీమ నుంచి మరొకరికి కేంద్ర మంత్రి పదవి వరించే అదృష్టం లేక పోలేదంటున్నారు. కేంద్ర కేబినెట్ విస్తరణకు సంబంధించి హస్తినలో రాజకీయాలు వేడెక్కాయి. ముఖ్యమంత్రి వారం రోజుల క్రితం జరిపిన ఢిల్లీ పర్యటనలో సైతం రాష్ట్రం నుంచి కేంద్ర మంత్రి వర్గంలో తీసుకునే వారి పేర్లపై పార్టీ పెద్దలు చర్చలు జరిపినట్లు సమాచారం. దసరా వేడుకలు ముగించుకుని రాష్ట్రపతి ప్రణబ్ ముఖర్జీ సొంత రాష్ట్రం నుంచి హస్తినకు చేరుకోగానే కేంద్ర కేబినెట్ పునర్వవ్యవస్థీకరణ ఉంటుందని ఏఐసీసీ

ప్రస్తుతం కేంద్ర మంత్రివర్గంలో రాష్ట్రం నుంచి ఐదుగురు ప్రాతినిధ్యం వహిస్తున్నారు. ఎస్ జైపాల్‌డ్డి, వైరిచర్ల కిశోర్ చంద్రదేవ్ కేబినెట్ మంత్రులుగా, పళ్లం రాజు, దగ్గుబాటి పురంధేశ్వరి, పనబాక లక్ష్మి సహాయ మంత్రులుగా ఉన్నారు. తెలంగాణ ప్రాంతం నుంచి జైపాల్‌డ్డి ఒకరే కేబినెట్‌లో ఉండగా మిగతా నలుగురు సీమాంధ్ర ప్రాంతానికి చెందిన వారు కావడం గమనార్హం. అయితే ఈసారి రాష్ట్రం నుంచి కేంద్ర మంత్రివర్గంలో మరో ఇద్దరికి మంత్రి పదవులు ఖాయమని పార్టీలో బలంగా వినిపిస్తోంది. ప్రస్తుతం సహాయ మంత్రులుగా ఉన్న ఒకరిద్దరికి కేబినెట్ మంత్రులుగా ప్రమోషన్ కల్పించే అవకాశాలు కూడా ఉంటాయంటున్నారు. వీరిలో పళ్ళం రాజు, పురంధేశ్వరిలలో ఒకరికి ప్రమోషన్ ఖాయమని వినిపిస్తోంది. గత ఎన్నికల్లో కాంగ్రెస్‌కు 33 మంది ఎంపీలను అందించిన ఆంధ్రవూపదేశ్ నుంచి కేంద్రంలో కేవలం ఐదుగురు మంత్రులే ప్రాతినిధ్యం వహించడం, వారిలో ఇద్దరు మాత్రమే కేబినెట్ హోదా కలిగి ఉండటం కూడా రాష్ట్ర కాంగ్రెస్ శ్రేణులకు మింగుడుపడటం లేదు.

సీమాంధ్ర కోటాలో మెగాస్టార్, రాజ్యసభ సభ్యుడు చిరంజీవి కచ్చితంగా ఉంటారని, మరో పదవిని తెలంగాణ ప్రాంతానికి కేటాయించే అవకాశం ఉందని పీసీసీ అగ్రనేత ఒకరు స్పష్టం చేశారు. జగన్ దెబ్బతో కష్టాల్లో పడిన కిరణ్ ప్రభుత్వాన్ని ఆదుకుని, అవిశ్వాస తీర్మానంలో నెగ్గించడమే కాకుండా, ఆపదలో ఉన్నప్పుడు పార్టీకి ఆపద్భాంధవుడిలా పీఆర్పీని కాంగ్రెస్‌లో విలీనం చేసి నేనున్నాంటూ అభయమిచ్చినందుకు ప్రతిఫలంగా పూర్వ పీఆర్పీ అధ్యక్షుడు, ప్రస్తుత కాంగ్రెస్ ముఖ్యనేత, పీసీసీ సమన్వయ కమిటీ సభ్యుడు చిరంజీవికి కేంద్రంలో మంత్రిత్వ బాధ్యతలు ఇవ్వాలనే పట్టుదలతో అధిష్ఠానం పెద్దలు ఉన్నట్లు పార్టీ నేతలు చెబుతున్నారు. పీఆర్పీ విలీనం సమయంలోనే చిరంజీవికి కాంగ్రెస్ అధిష్ఠానం ఇచ్చిన అభయాల మేరకు ఆయన్ని పీసీసీ సమన్వయ కమిటీ సభ్యుడిగా, రాజ్యసభ సభ్యుడిగా అవకాశం కల్పించారని అంటారు. కేంద్ర మంత్రివర్గ విస్తరణ జరిగితే అందులో అవకాశం కల్పిస్తారని ఈ ఏడాది మార్చ్ నుంచి కాంగ్రెస్‌లో వినిపిస్తోంది. మార్చ్ నుంచి ఇప్పటి వరకు పలు దఫాలు ప్రధాని తన కేబినెట్లో మార్పులు, చేర్పులు చేసినప్పటికీ చిరుకు అవకాశం లభించ లేదు. అయితే కేంద్ర కేబినెట్ నుంచి తృణముల్ కాంగ్రెస్‌కు చెందిన ఆరుగురు మంత్రులు ఇటీవల రాజీనామా చేసి యూపీఏ ప్రభుత్వం నుంచి తప్పుకోవడం, వివిధ కారణాల రీత్యా మరో ఇద్దరు కేంద్ర మంత్రులు రాజీనామాలు చేయడం, మరో కేంద్ర మంత్రి విలాస్‌రావు దేశ్‌ముఖ్ మృతి చెందడం, మరికొందరు అదనపు బాధ్యతల్లో కీలక శాఖలు నిర్వహిస్తుండడంతో ఈసారి ఎక్కువ మందినే మంత్రివర్గంలో తీసుకునే అవకాశాలున్నట్లు ఢిల్లీ వర్గాల సమాచారం. దీంతో రాష్ట్రం నుంచి ఇద్దరు లేదా, ముగ్గురిని ఈసారి కేంద్ర కేబినెట్‌లోకి అవకాశం దక్కవచ్చని పార్టీ వర్గాల్లో వినిపిస్తోంది. చిరంజీవికి పర్యాటక శాఖ ఇవ్వొచ్చని పార్టీ వర్గాల్లో బలంగా వినిపిస్తోంది. ఆయన్ని అందుబాటులో ఉండాలని పార్టీ హైకమాండ్ నుంచి సూచనలు వచ్చినట్లు ప్రచారం జరుగుతోంది.

తెలంగాణ ప్రాంతం నుంచి ముగ్గురి పేర్లు ప్రముఖంగా వినిపిస్తున్నాయి. వీరిలో సీనియర్ నేత, రాజ్యసభ సభ్యుడు వీ హన్మంతరావు, మల్కాజ్‌గిరి ఎంపీ సర్వే సత్యనారాయణ, సికింవూదాబాద్ ఎంపీ ఎం అంజన్‌కుమార్ యాదవ్ ఉన్నారు. వీహెచ్ మూడోసారి రాజ్యసభ సభ్యుడిగా కొనసాగుతున్నారు. రాజీవ్, సోనియా కుటుంబానికి ఆయన అత్యంత సన్నిహితుడిగా, పార్టీ అధిష్ఠానానికి నమ్మిన బంటుగా ఉన్నారు. చిరంజీవికి మంత్రిపదవి ఇచ్చిన పక్షంలో కాపు సామాజిక వర్గానికి చెందిన వీహెచ్‌ను కేంద్రంలో తీసుకునే అవకాశాలు తక్కువగా ఉంటాయనే వాదన వినిపిస్తోంది. అయితే చిరంజీవి సీమాంధ్ర నుంచి ప్రాతినిధ్యం వహిస్తున్నందున, తెలంగాణ ప్రాంతం నుంచి కాపు సామాజిక వర్గానికి చెందిన వీహెచ్‌కు కూడా అవకాశం కల్పించే అవకాశాలు కూడా లేకపోలేదంటున్నారు. వీహెచ్ సీనియారిటీ కూడా కేంద్ర మంత్రి పదవికి కలిసొచ్చే అంశంగా చెబుతున్నారు. మంగళవారం ఆయన పార్టీ అధినేత్రి సోనియాగాంధీతో సమావేశమై పార్టీ పరిస్థితులు, రాష్ట్ర వ్యవహారాలపై చర్చించినట్లు సమాచారం. కేంద్ర మంత్రివర్గ విస్తరణ జరిగితే తన పేరును పరిశీలించాలని కూడా వీహెచ్ ఈ సందర్భంగా అధినేవూతికి విన్నవించినట్లు తెలిసింది.

వీహెచ్ కాని పక్షంలో దళిత సామాజిక వర్గానికి చెందిన ఎంపీ సర్వే సత్యనారాయణకు కేంద్ర మంత్రి పదవి దక్కవచ్చంటున్నారు. ఆయన కూడా పార్టీలో క్రమశిక్షణకు కట్టుబడి, హైకమాండ్ గీసిన గీత దాటని నేతగా ముద్రపడ్డారు. అంతే కాకుండా ముఖ్యమంత్రి కిరణ్‌తో కూడా ఆయనకు మంచి సంబంధాలున్నాయి. కేంద్ర మంత్రి వర్గంలో రాష్ట్రం నుంచి మాల సామాజిక వర్గానికి చెందిన పనబాక లక్ష్మి మంత్రిగా ఉన్నందున, తెలంగాణ నుంచి మాదిగ సామాజిక వర్గానికి చెందిన సర్వే సత్యనారాయణను మంత్రివర్గంలోకి తీసుకునే అవకాశం కూడా లేకపోలేదంటున్నారు. హైకమాండ్‌తో సఖ్యతగా మెలుగుతూ, తెలంగాణ కోసం టీ కాంగ్రెస్ ఎంపీలు ఉద్యమా బాట పట్టినా సర్వే సత్యనారాయణ కలిసిరాలేదనే విమర్శలు పార్టీలో ఉన్నాయి. కేంద్ర మంత్రిపదవిపై ఆయన ఆశపెట్టుకోవటమే దీనికి కారణమనే వాదన ఉంది. వీరిద్దరు కాని పక్షంలో బీసీ సామాజిక వర్గానికి చెందిన అంజన్‌కుమార్ యాదవ్ పేరును అధిష్ఠానం పరిశీలిస్తుందని చెబుతున్నారు. వచ్చే ఎన్నికలను దృష్టిలో పెట్టుకుని యాదవ్ సామాజిక వర్గాన్ని దగ్గర చేర్చుకునేందుకు, తెలంగాణలో తమకు నమ్మినబంటుగా ఉంటాడనే సమీకరణలతో అంజన్‌ను మంత్రి వర్గంలో తీసుకునే అవకాశాలు ఉంటాయని పార్టీ వర్గాల్లో వినిపిస్తోంది.

కాగా ముగ్గురికి అవకాశం కల్పించే పరిస్థితి వస్తే సీనియర్ ఎంపీలు కావూరి సాంబశివరావు (ఆంధ్ర), కోట్ల సూర్యవూపకాష్‌డ్డి (రాయలసీమ)లలో ఒకరికి చాన్స్ ఉంటుందంటున్నారు. కావూరి చాలా కాలంగా కేంద్రంలో మంత్రి పదవి కోసం తీవ్ర ప్రయత్నాలు చేస్తున్నారు. 

గతంలో మంత్రివర్గ విస్తరణ జరిగినప్పుడు ఆయన్ని తీసుకోక పోవడంపై ఆయన తీవ్ర అసంతృప్తితో కనిపించారు. అంతే కాకుండా చిరంజీవిని కేంద్ర కేబినెట్‌లోకి తీసుకుంటారని గతంలో ప్రచారం జరిగినప్పుడు.. సీనియర్లను పక్కనపెట్టి జూనియర్లకు అవకాశం కల్పించడం సమంజసం కాదని చిరంజీవిని ఉద్దేశించి తన అసంతృప్తిని వెళ్లగక్కారు. కాగా రాయలసీమ నుంచి గతంలో కేంద్రంలో సహాయ మంత్రిగా ఉన్న సాయివూపతాప్ రాజీనామా అనంతరం ఆ ప్రాంతానికి ప్రాతినిధ్యం లేకుండా పోయింది. 

ఈ లోటును పూడ్చడానికి కర్నూలు నుంచి మూడు సార్లు ఎంపీగా గెలిచిన కోట్ల సూర్యవూపకాష్‌డ్డిని కేంద్ర కేబినెట్‌లోకి తీసుకునే అవకాశాలు ఉన్నాయని పార్టీ వర్గాల్లో వినిపిస్తోంది. సూర్యవూపకాష్‌డ్డి మాజీ ముఖ్యమంత్రి కోట్ల విజయభాస్కర్‌డ్డి కుమారుడు కావడం కూడా ఆయనకు కలిసొచ్చే ఆంశంగా చెబుతున్నారు. మొత్తానికి ఈ సారి విస్తరణలో రాష్ట్రానికి తగిన ప్రాధాన్యం లభిస్తుందన్న ఆశలు పార్టీ నేతల్లో వ్యక్తమవుతున్నాయి.

 ఎంగిలిపూలతో వెలిగిన బతుకమ్మ తొమ్మిదోనాడు సద్దుల బతుకమ్మగా అవతారమెత్తి గంగమ్మను చేరడంతో తెలంగాణ పూల జాతర ముగిసింది. మంగళవారం తెలంగాణవ్యాప్తంగా తొమ్మిదోనాడు సద్దుల బతుకమ్మను మహిళలు ఘనంగా జరుపుకున్నారు. బతుకమ్మ గంగమ్మను చేరే తొమ్మిదోనాడు మిగతా ఎనిమిది రోజుల కంటే పవివూతంగా ఆరాధనాభావంతో చూస్తారు. తెల్లవారుజామునే పూలు సేకరించి ఒక్కపొద్దులతో నిష్ఠగా బతుకమ్మను పేరుస్తారు. బతుకమ్మ అంత్రానికోపాట (బతుకమ్మ వరుస)పాడుకుంటూ పేర్చారు. ఇంటింటిలో తల్లీబిడ్డలుగా భావించి జంట బతుకమ్మలను పేర్చారు. పెద్ద బతుకమ్మపైన పసుపు ముద్దను గౌరమ్మగా భావించి బతుకమ్మ తలపైన ప్రతిష్ఠించారు. పూజగదిలో దేవుని (లక్ష్మిదేవీ) చిత్రపటం వద్ద ప్రత్యేకంగా పూజలు చేశారు. కొత్త పంటలతో చేసిన పిండివంటలతో సద్దులు కట్టారు. నువ్వులు, మొక్కజొన్న, పజ్జొన్న, కొబ్బరిబెల్లాలు, పెరుగన్నంతో చేసిన ముద్దలతో కొత్తబట్టతో సద్ది కట్టి నైవేద్యంగా సమర్పించారు. సాయంత్రం కొత్తబట్టలు ధరించి సామూహికంగా బతుకమ్మను డప్పుచప్పుళ్లతో ఊకుగింపుగా స్థానిక చెరువుగట్టుకు చేరుకున్నారు.

మహిళలంతా గుమికూడి ఒకరు పాట అందుకుంటే మిగితావాళ్లు కోరస్‌గా చప్పట్లు కొడుతూ, అడుగులు వేస్తూ పాటలు పాడుతూ చెరువుగట్లన్నీ కోయిల గుంపు వలె పాటలతోటలయ్యాయి. చెరువునీళ్లలో బతుకమ్మను నిమజ్జనం చేసిన తర్వాత ముత్తైదువలు ఒకరికొకరు కుంకుమ బొట్టుపెట్టుకొని మాంగల్యాన్ని పదికాలాలపాటు కాపాడాలంటూ పుస్తెలకు పసుపుగౌరమ్మను అద్దుకున్నారు. తెచ్చుకున్న సద్దులను పంచిపెట్టుకొని వాయినాలు ఇచ్చిపుచ్చుకున్నారు. వరంగల్ జిల్లా కేంద్రంలోని పద్మాక్షిగుండం, భద్రకాళి చెరువుగట్టు, ఉర్సు రంగలీలా మైదానం, వడ్డేపల్లి చెరువు, ఖిలా వరంగల్ మెట్టుకోట, జనగామ, నర్సంపేట, మహబూబాబాద్, ములుగు, ఏటూరునాగారం లాంటి ఏజెన్సీ ప్రాంతాల్లో సద్దుల బతుకమ్మను ఘనంగా జరుపుకున్నారు. పరకాల, భూపాలపల్లి, గణపురం, చెల్పూరు తదితర కోల్‌బెల్ట్ ప్రాంతాల్లో సద్దుల బతుకమ్మ వేడుకలు ఘనంగా జరిగాయి.

సద్దుల్లో ఉద్యమం: సద్దుల బతుకమ్మ సంబురంలో తెలంగాణ ఆత్మగౌరవ ఆకాంక్ష ప్రతిధ్వనించింది. ఊరూవాడా ఏకమై ముక్తకం జై తెలంగాణ అంటూ నినదించారు. తెలంగాణ ఆకాంక్షకు అద్దంప మహిళాలోకం బతుకమ్మలపైనా జై తెలంగాణ నినాదాల జెండాలను ఏర్పాటు చేశారు. మా తెలంగాణ మాగ్గావాలి..మా నీళ్లు మాకు కావాలి.. మా రాష్ట్రం మాకు కావాలి అంటూ నినాదాలు రాసుకొని ఆకాంక్షను చాటారు.

Third debate: Obama scores, but did the world lose?

In what was quickly billed as the weakest of the three presidential debates held in the run-up to the November 6 elections, the third and final encounter between President Barack Obama and Republican nominee Mitt Romney saw mostly acquiescence by the former Massachusetts Governor on a number of Mr. Obama’s foreign policy positions. 

With a CBS post-debate poll of uncommitted voters giving the President a winning score of 53 per cent, Mr. Romney 23 per cent and 24 per cent considering the event a tie, it was clear that Mr. Obama’s aggressive performance and his repeated allusion to his experience as Commander-in-Chief went some way in establishing his foreign policy credentials with observers. A second poll of uncommitted voters by CNN gave Mr. Obama 48 per cent and Mr. Romney 40 per cent after the debate in Boca Raton, Florida. 

Yet both men appeared keen to limit the debate to their respective talking points, which not only resulted in the debate often being pulled back into arguments over domestic issues such as the economy, it also led to a vast swathe of nations, allies and foes of U.S. alike, being entirely ignored. India and sub-Saharan Africa, for example, did not feature in the debate at all, and the European Union and Latin America were only given passing mentions. 

Both were however effusive in their remarks on their support for Israel, repeatedly asserting their commitment to protecting the U.S. ally from threats emanating from Iran, Egypt and other parts of West Asia. The Palestine question was notable for its absence. 

When Mr. Romney accused Mr. Obama of going on an “apology tour” criticising the U.S. while visiting other nations, the President retorted, “When I went to Israel as a candidate, I didn't take donors, I didn't attend fundraisers, I went to Yad Vashem, the Holocaust museum there, to remind myself [of] the nature of evil and why our bond with Israel will be unbreakable.” 

A memorable moment in the debate came when Mr. Obama, striking a note of sarcasm on Mr. Romney’s allegation that the President planned to cut military spending by one trillion dollars, said, “You mentioned the Navy, for example, and that we have fewer ships than we did in 1916. Well, Governor, we also have fewer horses and bayonets because the nature of our military's changed. We have these things called aircraft carriers where planes land on them. We have these ships that go underwater, nuclear submarines.” 

While Mr. Romney may have surprised some within his own party by some of his agreement with Mr. Obama, for example that all U.S, troops ought to be drawn down from Afghanistan by 2014, he seemed to tone down the aggressive streak that he displayed in the previous two debates, possibly in an effort to appear cool-headed and presidential. 

Two of India’s neighbours, Pakistan and China, however came up on several occasions during the debate. On Pakistan, moderator and CBS anchor Bob Schieffer came close to making a gaffe when he said that Pakistan had “arrested the doctor who helped us catch Obama’s bin Laden.” Regarding the hunt for bin Laden the President responded, “If we had asked Pakistan for permission, we would not have gotten it him.” 

Referencing the U.S.’ troubled relationship with Pakistan in the context of the Afghanistan strategy Mr. Romney admitted that it was “not time to divorce a nation on earth that has a hundred nuclear weapons and is on the way to double that at some point, a nation that has serious threats from terrorist groups within its nation — the Taliban, Haqqani network.” He added that while Pakistan was “technically an ally,” it was not acting very much like an ally, “but we have some work to do.” Especially because Pakistan did not have a civilian leadership calling the shots, Mr. Romney noted, if the nation fell apart and became a failed state, terrorists could get their hands on nuclear weapons. 

On China, the only other nation from Israel that dominated the candidates’ time on air, there was even less dissonance in terms of the men’s policies. Surprisingly it was Mr. Obama who took up Mr. Romney’s war-cry of calling out “cheaters” from among China’s economic competitors. 

Mr. Romney, contrarily, struck a conciliatory note, arguing, “China has an interest that's very much like ours in one respect, and that is they want a stable world. They don't want war. They don't want to see protectionism.” 

Pointing out that the country had about 20 million people coming out of the farms every year, seeking jobs in the cities, he noted, “We don't have to be an adversary in any way, shape or form... We can collaborate with them if they're willing to be responsible.”
