Kodandaram advocates reservation for Muslims

Hyderabad, June 24:

Telangana Political Joint Action Committee chairman Prof M Kondandaram on Sunday advocated reservation for Muslims in employment and jobs.

Addressing a seminar on the Justice Ranganath Mishra Commission's Report organised by Movement for Peace and Justice here, Prof Kondandaram said that reservation was must for the overall development of the Muslim community in the country.

However, he said that the successive governments have neglected the welfare of Muslims and the Congress party was primarily responsible for the backwardness of the community.

He announced that the TP-JAC would support the movement for the implementation of Justice Ranganath Mishra Commission's Report and fight for the Muslim reservation.

Siasat Daily Editor and TDP polit-bureau member Zahed Ali Khan demanded that the Centre convene a meeting with all the elected representatives to discuss the implementation of Justice Ranganath Mishra Commission's Report at the national level.

He also exhorted the Muslim community to unite to gain political power at the State level. Citing an example, he said the political maturity of Uttar Pradesh Muslims would help the community solve its problems on its own.

TRS Executive Committee Member Dr Chiranjeevi, V Sudhakar of CPI (ML), Hamed Mohammad Khan of MPJ and other leaders participated in the meeting.

Govt 4.5 % Dhoka : IIT dream of Minority students shattered

New Delhi, June 17:

The central govt order to provide Minority quota from OBC and the Supreme Court’s refusal to stay a high court order quashing the 4.5 per cent minority sub- quota will seriously affect over 40 per cent of the students shortlisted for counselling by the IITs under this category.




According to sources at IIT , the first 150 plus rankers out of the total 325 minority students majority Muslims — will get a seat. In other words.More than 50 % of the candidates will not get a seat and may lose their chance of entering the IITs.


The Govt was just wooing Muslims before the UP elections and the nono serious attitude of Govt of just sending an affidavit before AP high out instead of a renouned lawyer.In the case of Lanco wakf land case Govt has utilised the services of Attorney general and the judgment went against wakf board.

The first round of allotment however, is yet to be announced as the IITs are already two days behind schedule. According JEE counselling brochure, the announcement should have been made by June 14.

Minority candidates have been on the edge about their fate. “ I called the JEE office and was told that the first allotment will be announced before Sunday,” said Adil Ali Nirban ( 18), who was ranked 290 in the minority category and 3,426 in the overall OBC category.

Earlier under the proposed 4.5 per cent sub- quota under the OBC reservation, 441 seats were reserved by the IITs for minorities. But the number of candidates fell severely short and only 325 were called for counselling, which practically assured them of a course and IIT of choice.

But with the Andhra Pradesh High Court striking down the sub- quota on May 28 and the SC not staying the order, the fate of these students became uncertain.

The sub- quota has now been merged back into the OBC quota and the minority students have had to compete for seats along with other OBC candidates, which meant that their chances of getting a course or IIT of choice or securing admission at all is difficult unless their rank in the overall OBC category is good.

The first round of allotment of seats has been delayed.More than 70 Students from Andhra pradesh were hopeful to get into IIT but for the non serious attitude of the govt these Minority students will denied of their due right.

Thiruvananthapuram, January 17 : Opposition leader V.S. Achuthanandan Tuesday blasted the Kerala government for allegedly spying the email accounts of Muslim leaders.

 

The Marxist leader accused Chief Minister Oommen Chandy of "following in the footsteps of Narendra Modi". 

"We wish to know if P.V. Abdul Wahab and Abdul Samad Samadhani, both belonging to the Indian Union Muslim League, have terrorist connections?" asked Achuthanandan. 

On Monday, news surfaced that the intelligence department here was allegedly spying on the email accounts of 189 Muslim leaders, including journalists and politicians.

Chandy has asked Additional Director General of Police (Intelligence) T.P. Senkumar to probe the allegation.

State IUML general secretary K.P.A. Majeed said: "Let the report come out, and then we will react to it."

The Kerala Union of Working Journalists condemned the tracking of emails and tapping of telephones of journalists.

హైదరాబాద్, డిసెంబర్ 31 (): రాజకీయాల్లో ముస్లింల పాత్ర పెరగాలని, తద్వారా మాత్రమే వారికి సరైన న్యాయం జరుగుతుందని టీడీపీ అధ్యక్షుడు చంద్రబాబు అభివూపాయపడ్డారు. రంగనాథమిశ్రా, సచార్ తదితర కమిటీలు ఇచ్చిన సూచనలు అమల్లోకి రాకపోవడంవల్ల ముస్లింలలో పేదరికం పెరుగుతోందని అన్నారు. ఉర్దూ భాష అభివృద్ధి, పరిరక్షణ కోసం ముస్లింలు కార్యాచరణను రూపొందించుకోవాలని సూచించారు. ముస్లింల పేదరికమే ఉర్దూ భాష అభివృద్ధికి ప్రధాన అవరోధంగా మారిందని పేర్కొన్నారు.

మైనారిటీలకు 4.5 రిజర్వేషన్ కల్పించాలని యూపీఏ ప్రభుత్వం నిర్ణయించడం హర్షణీయమే అయినప్పటికీ, కాంగ్రెస్ పార్టీ మైనారిటీ సంక్షేమం కన్నా రాజకీయ లబ్ధికే ప్రాధాన్యం ఇచ్చిందనే అభివూపాయం కూడా వ్యక్తమవుతున్నది. ఏదైనా సామాజిక వర్గాన్ని బాగుపరచాలనే చర్చ వచ్చినప్పుడల్లా ప్రభుత్వం కోటాతో సరిపెట్టి వివాదాల తుట్టె కదుపుతున్నది. కానీ ఆయా సామాజిక వర్గాల సమక్షిగాభివృద్ధిపై దృష్టి సారించడం లేదు.ప్రభుత్వ ఉద్యోగాలలో, విద్యా సంస్థలలో వెనుకబడిన తరగతులకున్న 27 శాతం రిజర్వేషన్‌లలో మైనారిటీలకు నాలుగున్నర శాతం ఉప కోటా ఇవ్వాలని కేంద్ర క్యాబినెట్ ఇటీవల నిర్ణయించింది.

ఉత్తరప్రదేశ్, మరో నాలుగు రాష్ట్రాల అసెంబ్లీ ఎన్నికలు త్వరలో జరగనున్నాయి. ఆ తరువాత సార్వవూతిక ఎన్నికలు కూడా సమీపిస్తుంటాయి. ఈ నేపథ్యంలో కేంద్రం ఈ నిర్ణయం తీసుకున్నదనడంలో సందేహం లేదు. ఉత్తర ప్రదేశ్ జనాభాలో ముస్లింలు 18 శాతం ఉన్నారు. దాదాపు 115 నియోజకవర్గాలలో నిర్ణయాత్మక పాత్ర వహిస్తున్నారు.

ఈ కోటా ముస్లింలకు తమ ప్రభుత్వ కానుక అనీ, యూపీ ఎన్నికల్లో ములాయం పార్టీకి పడే ముస్లిం ఓట్లన్నీ తమకే వస్తాయని, ఇక యూపీలో ఏర్పడేది కాంగ్రెస్ ప్రభుత్వమేనని కేంద్ర మంత్రి బేణీ ప్రసాద్ వర్మ ఆ రాష్ట్ర పర్యటన సందర్భంగా వ్యాఖ్యానించడం కోటా రాజకీయానికి నిదర్శనం. ముస్లింలకు రిజర్వేషన్ కల్పించడం వల్ల దేశంలో అంతర్యుద్ధం వస్తుందనే రీతిలో ఒక ప్రతిపక్ష నేత వ్యాఖ్యానించడం కూడా గమనార్హం. మత రాజకీయాల ద్వారా లబ్ధి పొందడానికి అధికార ప్రతిపక్షాలు పోటీ పడుతున్నాయి.

మరోవైపు జమాతే ఇస్లామీ హింద్ వంటి సంస్థలు మాత్రం ఈ కోటా కల్పించడాన్ని ముస్లింలను మోసం చేయడంగా అభివర్ణించాయి. ఇప్పటికే ముస్లింలలోని కొన్ని కులాలు బీసీలకు కేటాయించిన 27 శాతం కోటాలో రెండు నుంచి మూడు శాతం పొందే అవకా శం ఉందని, ఇప్పుడు మైనారిటీలు అందరికీ కలిపి కేటాయించే 4.5 శాతం కోటాలో వారికి అదనంగా ఒరిగేదేమీ ఉండదని ముస్లిం మత పెద్దలు కొందరు అంటున్నారు. ఉదాహరణకు జైనులు ఎంతో అభివృద్ధి చెందారని 4.5 శాతంలో వారితో ముస్లింలను కలపడం వల్ల ప్రయోజనం ఉండదంటున్నారు. అయితే 27 శాతం కోటాలో వెనకబడిన తరగతుల వారితో పోటీ పడే బదులు, నాలుగున్నర శాతంలో మిగతా మైనారిటీలతో పోటీ పడడం సులభమనే వారూ ఉన్నారు. ఈ వ్యాఖ్య కాంగ్రెస్ ప్రభుత్వానికి అనుకూలంగా ఉన్న వారి నుంచి వినబడుతున్నది.


ముస్లింలతో పాటు మైనారిటీలందరికీ కలిపి నాలుగున్నర శాతం రిజర్వేషన్ కల్పించడం కంటి తుడుపు చర్య అనే అభివూపాయం ముస్లిం మేధావులలో వ్యక్తమవుతున్న ది. రంగనాథ్ మిశ్రా కమిషన్ సూచించిన విధంగా ముస్లింలకు పది శాతం రిజర్వేష న్ కల్పించాలని వారు కోరుతున్నారు. పైగా ఈ మేధావి వర్గం అభివూపాయపడుతున్నట్టు ముస్లింల సమక్షిగాభివృద్ధికి చర్యలు తీసుకోకుండా కేవలం కోటా కల్పించడం వల్ల కూడా ఫలితం ఉండదు. యూపీఏ ప్రభుత్వం 2005లో ఏర్పాటు చేసిన సచార్ కమిటీ కానీ, ఆ తరువాతి రంగనాథ్‌మిశ్రా కమిషన్ కానీ ముస్లింల దయనీయ పరిస్థితిని వివరించాయి.

ప్రణాళికా సంఘం విడుదల చేసిన మానవాభివృద్ధి నివేదిక (2011) కూడా ముస్లింల వెనుకబాటుతనాన్ని కళ్ళకు కట్టింది. ముస్లింల పరిస్థితి దళితుల కన్నా అధ్వాన్నంగా ఉన్నది. పేదరికం, విద్య, ఉపాధి, ఆరోగ్యం, మౌలిక సదుపాయాల వంటి అంశాలను ప్రాతిపదికగా చేసుకుని చూస్తే ముస్లింల అభివృద్ధి రేటు తక్కువగా ఉన్నది. ఎస్సీలు, ఎస్టీలను ప్రభుత్వం బాగా అభివృద్ధి చేసిందని కాదు.

ఈ సామాజిక వర్గాలు కూడా అభివృద్ధికి నోచుకోవడం లేదు. కానీ ముస్లింల పరిస్థితి చెప్పడానికే భిన్న వెనుకబడిన వర్గాలతో పోల్చడం. 2004-05 నుంచి 2007-08 నాటికి పోల్చి చూస్తే నగర ప్రాంతాలలో ముస్లింలలో విద్యాభివృద్ధి 5.3 శాతం కాగా, ఎస్సీలలో 8.7, ఎస్టీలలో 8 శాతం ఉంది. శిశు మరణాల సంఖ్య కూడా మిగతా సామాజిక వర్గాలతో పోలిస్తే ముస్లింలలో ఎక్కువగా ఉన్నది. దేశ జనాభాలో ముస్లింలు 14 శాతం ఉండగా ప్రభుత్వ ఉద్యోగాలలో 2.5 శాతం మాత్రమే ఉన్నారు.


ఆర్థిక, సామాజిక వెనుకబాటు తనాన్ని మించిన సమస్యలను ముస్లిం సమాజం ఎదుర్కొంటున్నది. ముస్లింలను ప్రధాన స్రవంతిలో భాగం చేయడానికి ఎటువంటి ప్రయత్నాలు జరగలేదు. ప్రధాన స్రవంతి చేయడానికి ఇష్టపడని, గిట్టుబాటు కాని పనులను వారు చేపట్టవలసి వస్తున్నది. భద్రతా రాహిత్యం, అస్తిత్వ సంక్షోభం, వివక్ష, దేశ భక్తిని శంకించడం వంటి సమస్యలను ముస్లింలు ఎదుర్కొంటున్నారని సచార్ కమిటీ పేర్కొంది.

వీరికి అసమ్మతిని వ్యక్తం చేసే అవకాశాలు కూడా తక్కువగా ఉన్నాయి. ఈ పరిస్థితుల్లో ముస్లింలకు విద్య, ఉద్యోగరంగాలలో కోటా కల్పించడం వల్ల కొన్ని తక్షణ ప్రయోజనాలు ఉంటాయి. అయితే కోటాతోనే సమస్యలన్నీ తీరుతాయనే భ్రమలను ప్రభుత్వం కల్పించకూడదు. దీర్ఘకాలిక సామాజిక - ఆర్థికాభివృద్ధి వ్యూహంలో కోటా కల్పించడం కూడా ఒక భాగం కావాలె. ప్రత్యేకించి ఆత్మాభిమానంతో బతికే గౌరవనీయ పరిస్థితులు కల్పించాలె.

అంతే తప్ప ముస్లింలకు ఏదో ఒరగ బెడుతున్న అభివూపాయాన్ని ఇతర మతాల వారికి కల్పించడం, బీసీ ల కోటా నుంచి కేటాయించి తగవులు పెట్టడం వంటి చర్యలు తక్షణ రాజకీయ ప్రయోజనాలను నెరవేరుస్తాయేమో కానీ, సామాజిక సామరస్యానికి, సంక్షేమానికి దోహదపడవు. కాంగ్రెస్ వంటి బాధ్యతాయుత రాజకీయ పక్షం, కేంద్ర ప్రభుత్వం దీర్ఘకాలిక దృష్టితో అడుగులు వేయాలే తప్ప రాజకీయ ఎత్తుగడలకు దిగడం భావ్యం కాదు.

Condition of poor Muslims in India worse than Dalits

New Delhi, December 24: Justifying the Congress-led UPA government's proposed move of providing a sub-quota for minorities, a union minister on Saturday said that condition of poor Muslims and Buddhists in the county was "worse" than Dalits. "The condition of poor Muslims and Buddhists in the country was worse 

than Dalits, therefore 4.5 % quota within quota was necessary," coal minister Sriprakash Jaiswal today said.

The union minister alleged that corruption in Uttar Pradesh was at its peak and blamed the chief minister Mayawati for it. "Though union government wants to set up projects, the state is not making land available and corruption is at its peak," Jaiswal said.

Jaiswal claimed that this time Congress is going to form government in Uttar Pradesh, and "behenji" (Mayawati) and "bhai saheb" should shun their lure of power.

He also said that Congress is not worried about Anna Hazare and is ready to face him if he decides to campaign against the party in the state. "Congress is not worried about the agitation of Anna Hazare or anyone else, and if Anna or his team comes to Uttar Pradesh to campaign against it, the party is ready to face them," Jaiswal told newspersons here.

"Congress looks ahead ... In the past also many people have campaigned against it but what happened," Jaiswal said adding that his is a democratic party which is not afraid of any individual or agitation.

"Congress only thinks about the sentiments of the people following which it has introduced a strong Lokpal Bill in Parliament, which covers Prime Minister as well as employees of group C and D and would try to get it passed," he said.

4.5 % reservation for Muslims: Rahul baba, Maya politics

New Delhi, December 23: Just ahead of Uttar Pradesh elections, Congress has played its minority card with the Union Cabinet on Thursday approving 4.5 per cent quota for minorities within the larger 27 per cent quota for the Other backward Classes (OBC) in central government jobs and educational institutions.

The Constitution bars reservations on religious lines; however, the government in this case is relying on Justice Sachar Committee and Ranganath Misra Commission. The two commissions have backed affirmative actions for Muslims calling their social economic status worse than even the schedule castes.

"UPA government is scared, working under fear. Now at the eve of elections, they are giving reservations to Muslim. What needs to be noticed, why now?," BSP MP Vijay Bahadur Singh said. 

The quota will come into effect from January 1, 2012.

"It is extremely dangerous for the secular fabric of the nation keeping polls in mind. One indulges in politics, with a reservation connected to it for a particular religion, I think it's unconstitutional and unpatriotic to do so," BJP MP Smriti Irani said.

Now, with Congress general secretary Rahul Gandhi aggressively campaigning to regain Muslim vote bank in UP. The move is being seen as one last desperate attempt to reach out to the Muslims which constitutes nearly 18 per cent of the total electorate in UP.
