World conference of Urdu Editors, organised by Siasat

Hyderabad, December 15: (Siasat News) Urdu Journalism has created an impact on society at Universal level. In order to review the ups and downs and the challenges faced by Urdu journalism, an international conference of Urdu editors is being organized by Siasat.

The conference will suggest ways and means to develop Urdu journalism. An attempt will be made to provide a common platform for exchange of ideas.

Allama Eejaz Farukh told the news conference that Vice President of India Mr. Mohammed Hamid Ansari will inaugurate the conference and Governor and Chief Minister will be guests of honour.

Three seminars will be organized during the conference. Prof. Rahmath Yousuf Zai is the convener of the seminars. Mr. Kuldeep Nayyar and Mr. Mahmood Sham (Pakistan) will participate

Prefer Minorities in recruitment: CM

Hyderabad, December 15: () C.M. Mr. N. Kiran Kumar Reddy instructed the District Collectors to prefer candidates belonging to Minorities in recruitments under Rajiv Yuva Karnalu scheme.

He issued these instructions while addressing the Collectors’ conference reviewing the schemes pertaining to weaker sections and Minorities. He told that Minorities should get their due share in jobs.

He also said that in order to uplift Minorities, Govt. has provided 4% reservations in jobs and admissions in educational institutions.

He advised the collectors to complete the construction of marriage halls utilizing the funds earmarked fro this purpose. They should also concentrate on the repairs of mosques, churches and graveyards and also ensure the quality of rice to be supplied in ration shops.

Badauan,December 15 :Playing the Muslim card, Congress general secretary Rahul Gandhi on Wednesday alleged that minorities were not getting any benefits in Uttar Pradesh and accused the Mayawati government of ignoring their welfare.

“Sachar committee report (on welfare of minorities) was implemented and money for minorities was sent, but has UP benefited. The report is being implemented in other states like Haryana, Delhi and Maharashtra,” Rahul said in a rally on the second day of his tour of western UP.

“We fulfill our promises, MNREGA was launched and Lokpal Bill is coming. The state government is not willing to work,” he alleged.

He alleged that leaders lacked vision and they do not think in the long-term.

“In 1980 Rajiv Gandhi talked about computers and people are benefited today. Until and unless leaders think long-term UP cannot progress,” he said.

Rahul said states like Andhra Pradesh and Karnataka progressed because Congress governments there had a vision and leaders thought about the future.

“Non-Congress governments think only about today,” he said.

Alleging loot of central funds in UP, Rahul said, “Rajiv Gandhi used to say that of Re 1 only 15 paise reach in people, but in UP not a single paise is reaching.”

He said the loss was not that of the Centre or the state government, but that of the people and UP's future.

“The elephant in Lucknow eats money. This money is not that of the Centre or the state government..it comes from the contribution made by the people in development.

We send money for the people, but it does not reach them in UP,” he alleged. Gandhi, who is on the second day of his five-day trip in the Samajwadi Party stronghold, alleged Mayawati government was corrupt and the money meant for poor does not reach them.

Seeking a five-year stint in power, he said corruption in UP government was affecting the future of the state as no employment opportunity is generated in the state.

“Twenty-two years have gone by. What did you get? Mulayam Singh came.

He talked about caste. Then Mayawati came. She also talked about caste. Give Congress five years. We will show that we can transform this state,” he said adding a government of the poor people will can change many things.

Gandhi broke the security cordon today and mingled with people on his way back from a madrasa during his five-day visit to western Uttar Pradesh.

While coming out of the madrasa, he broke the security cordon and mingled with people, who had gathered to have a glimpse of him in nearby houses.

MPs attack cable TV channels for obscene contents

New Delhi, December 14: Members of the Lok Sabha, cutting across party lines, on Tuesday went hammer and tongs against the cable TV channels for their ‘indecent and obscene contents’ which could not be viewed with family and wanted the government to be tough and enact a stringent legislation to regulate such media.

There were references about the contents of the popular show - Big Boss -- and programmes aired by some Hindi channels by the members.

Even some advertisements in the satellite channels did not escape their ire.

However, Information and Broadcasting Minister Ambika Soni, who was replying to a few questions and subsequent debate on a Bill on the cable TV network in the Lok Sabha, expressed, in a restrained tone, her department’s inability to regulate those electronic channels beyond a certain limit and pointed out that a Group of Ministers (GoM) had already been looking into the issue. “I do understand the sentiments of the members concerned on the quality of programmes telecast by some channels” .

The government welcomed suggestions from all quarters and everything would be discussed threadbare and appropriate steps would be taken to enact suitable legislation as the issue concerning media was very sensitive.

Ms. Soni, later replying to the debate on the Cable Television Networks (Regulation) Second Amendment Bill, 2011, said the government was even open to the idea of holding an all-party meeting on the issue of regulating contents on cable TV channels.

A draft Broadcasting Services Regulation Bill had been put on the website and a final Bill could be brought for consideration of Parliament after the stipulated time provided to get feedback from various stakeholders was over.

A two-tier self-regulatory system was in place to monitor the contents on TV channels. Under the first tier, the channels themselves checked the output, while tier two consisted of a regulatory mechanism comprising a 13-member body. About 300 complaints hade been received by the body since June last year and their replies have been sent. Monetary fine was imposed on one channel.

As per the eligibility criteria envisaged in the Guidelines for Uplinking and Downlinking of TV channels, only companies registered under the Company's Act were eligible for grant of permission from state governments. As such, they were not eligible to seek such permission.

Ms. Soni said the government indeed keep talking to broadcasters about the content but their refrain was that such programmes brought more Television Rating Points (TRP) and hence more advertisements. The Cable Bill would help build a subscriber list which help in determining the advertisements.

The Bill was a major step towards reform which would enable digitalisation of the analog TV network and bring India on a par with other countries like US, UK, Korea and Taiwan.

The perceptions that the new Act would render cable operators jobless were misplaced, she said and insisted that the main concern of the government was the viewers' interest.

It would benefit the customer by providing a la carte selection of channels and video-on-demand, among other things and the broadcasters and cable operators by ensuring transparency, reducing their dependency on TRP and advertisement revenues and raising subscription revenue.

The government would also gain by way of more and proper tax collection, she said.

Swecha Sammelam for sex workers‎

Hyderabad, December 14: Swecha Sammelan, a state-level convention was held for sex workers in the city. The Sammelan was held to highlight the success of the sex workers' community in HIV prevention and the strides they had taken to empower themselves over the last 10 years.

About 2,500 female sex workers from across the state participated in the event.

Competitions in drawing, singing and dancing were organised for the participants and prizes were given to the winners.

There was also an exhibition and stalls on female condoms. Celebrities Jhansi and Anuj Gurwara were present at the event.

Appreciating the critical role being played by the community of female sex workers in HIV prevention, AP State AIDS Control Society project director, C Parthasarathi urged the community to further enhance its leadership skills and take ownership of the programme in the days to come.

“Presently, 15 of the 169 targeted interventions in the state are being managed by organisations led by communtiy based organisations (CBOs). Due to the active leaderhsip and involvement of sex workers in programme implementation, we have been seeing a remarkable success in the effort to reduce the HIV/AIDS prevalence rate in Andhra Pradesh,” he added.

APSACS joint director for targeted interventions, Kailash Ditya said, “When we organised the first Swecha Sammelan three years back it was attended by about 500 sex workers."

He said, "Today more than 2,500 sex workers participated in the event. This is evidence of increased empowerment among sex workers."

He also added, “The time has come for all of us to extend our support to them and not stigmatize and discriminate against them. This would enable them to protect their rights and access all entitlements.”

APSACS additional project director Dr Jayamma, joint director Dr Jayachandra Reddy, key representatives of HLFPPT, Alliance Care India, Heroes Project, CFAR, CBO presidents from all 23 districts and sex workers participated in the event.

Scholarship and tuition fee to be released in January

Hyderabad, December 14: Tuition fee for students of backward classes and scholarship will be released in January.

Government has decided that the amount for the academic year 2011-12 will be released in the first week of January.

Following a discussion with chief minister Kiran Kumar Reddy, Social welfare minister P Satya Narayan while exchanging views with the media persons in this connection, said that 25.2 lakh students who belong to minority, SC, ST and other financially backward classes can apply for scholarship.

Besides this 11.65 lakh students can avail the facility, including the first time applicants and also those who are renewing their scholarship.

Meanwhile the date of applying for scholarships has been extended to December 20 from earlier December 15.

Muslim world set to form powerful bloc

Tehran, December 14: “Considering the current Islamic Awakening trend, the Muslim world will turn into a powerful bloc in the future,” Velayati said at a Tuesday meeting in the Iranian capital city, Tehran.

“The golden age of the US has come to an end; they cannot even be accountable for what has happened in their country,” IRNA quoted him as saying.

The senior Iranian official was making reference to the anti-capitalism Occupy movement which emerged in the US after demonstrators staged an occupy protest rally in New York's financial district on September 17.

Despite police harassment and mass arrests, the Occupy protests have spread to other major US cities as well as other capitalist countries such as Australia, Britain, Germany, Italy, Spain, Ireland, and Portugal.

“Under the existing circumstances, not only have the Western countries faced problems in economic aspects, but also their officials are not accountable to their own people regarding the political areas,” Velayati pointed out.

“The Islamic countries no longer tolerate any colonialism and dictatorship of the West; moreover, the Western countries are not as strong as they were before in wanting to bully the Middle Eastern countries,” he added.

Since early 2011, a wave of popular uprisings has spread across the Arab world.

The growing Islamic Awakening movement has so far led to three regime changes in Tunisia, Egypt and Libya.

హైదరాబాద్ నగరంలోని ఆస్పవూతుల్లో చికిత్స కోసం వెళుతున్నారా? జాగ్రత్త. మీరు అడుగులు వేస్తున్నది దవాఖానవైపు మాత్రమే కాదు.. మృత్యువు పొంచి ఉన్న వైద్య కుహరంలోకి కూడా! నిజం. ఇది నమ్మలేని నిజం! నగరంలో 80 శాతం ఆస్పవూతుల్లో నిర్దిష్ట అగ్నిమాపక వ్యవస్థలు లేవు. చిన్నా చితకా.. ఓ మోస్తరు.. కార్పొరేట్.. మొత్తం ఆరువేల పైచిలుకు ఆస్పవూతులు, రోగ నిర్ధారణ కేంద్రాలతో మెడికల్ హబ్‌గా విరాజిల్లుతున్న హైదరాబాద్ నగరం.. భద్రత కోణంలో మాత్రం కునారిల్లుతున్నది! 50 పడకల ఆస్పవూతులు 556 ఉంటే.. అందులో అగ్నిమాపక దళం నుంచి ధ్రువీకరణ పత్రాలు పొందినవి 149 మాత్రమే! సూటిగా చెప్పాలంటే 400కుపైగా ఆస్పవూతులు అగ్ని ప్రమాదాల అంచులో చికిత్స అందిస్తున్నాయి. 91 కార్పొరేట్ ఆస్పవూతుల్లో కేవలం 17 ఆస్పవూతులకు మాత్రమే అగ్నిమాపక శాఖ నుంచి నో అబ్జక్షన్ సర్టిఫికెట్లు ఉన్నాయి! ఈ ఆస్పవూతుల్లో ఏ క్షణమైనా అగ్నివూపమాదాలు చెలరేగేందుకు ఆస్కారం ఉంది. అదే సమయంలో తప్పించుకుపోయేందుకూ వీటిల్లో తగిన సదుపాయాల్లేవు! ఇది అధికారులు చెబుతున్నమాట! అవును.. కోల్‌కతాలో ఆస్పత్రి నిర్లక్ష్యం భారీ మూల్యం చెల్లించుకుంది.. అదే దిశగా.. హైదరాబాద్ అడుగులేస్తోంది!

హైదరాబాద్, డిసెంబర్ 12 ():కోల్‌కతాలోని ఏఎంఆర్‌ఐ కార్పొరేట్ ఆస్పవూతిలో జరిగిన అగ్ని ప్రమాదంలో 90 మందికిపైగా రోగులు మృత్యువాతపడటంతో మెడికల్ హబ్‌గా ఉన్న హైదరాబాద్ ఉలిక్కిపడింది. ఇక్కడ ఏఎంఆర్‌ఐ ఆస్పత్రి తరహా ఘటనలు జరిగేందుకు ఆస్కారం ఉన్నవి 400కుపైగా ఉండటమే ఈ ఉలికిపాటుకు కారణం! ఫైర్‌సేఫ్టీ విషయంలో ప్రధానంగా నాలుగు ప్రమాణాలు ఉంటాయి. అవి.. రోడ్డుకు అందుబాటులో ఉండటం.. ఖాళీ స్థలం, బయటి నుంచి ఏర్పాటు చేసిన మెట్లు,అగ్ని మాపక వ్యవస్థ. వీటిలో సదరు 400 పైచిలుకు ఆస్పవూతుల్లో అన్నింటిలోనూ నూటికి నూరుశాతం లోపాలే ఉన్నాయి. ఆస్పవూతులకు వచ్చే రోగుల నుంచి ముక్కుపిండి ఫీజులు వసూలు చేసే ప్రైవేట్ ఆస్పవూతులు.. అగ్ని ప్రమాదాల నివారణ విషయంలో మాత్రం పూర్తి నిర్లక్ష్యం వహిస్తున్నాయి.

నగరంలోని ప్రైవేట్ దవాఖానల్లో మౌలిక వసతులు, అగ్నివూపమాదాలు సంభవిస్తే వాటి నివారణకు లేదా.. నష్టం తగ్గింపునకు ఉన్న అవకాశాలపై ( --T---- ) పరిశీలన చేయగా నిర్ఘాంతపోయే వాస్తవాలు వెలుగు చూశాయి. పూర్తి స్థాయి అనుమతులు తీసుకుని ఆస్పవూతులు నిర్మించిన ఉదంతాలు పదుల సంఖ్యలోనే కనిపించాయి. అగ్ని ప్రమాదం సంభవిస్తే కనీసం అగ్నిమాపక వాహనం ఆస్పవూతికి చేరుకునే పరిస్థితులు కూడా అనేక చోట్ల లేకపోవడం దిగ్భ్రాంతి కల్గిస్తోంది. ఇలాంటి నిబంధనలు పాటించే వారు నగరంలో చాలా అరుదుగా కనిపిస్తున్నారు.హైదరాబాద్ డీఎంహెచ్‌వో పరిధిలో ఉన్న మొత్తం 1421 ఆసుపవూతులలో 2010 ఫిబ్రవరికి ముందు ఏ ఆస్పవూతికీ ఎన్‌ఓసీ లేకపోవడం విశేషం. 2010లో ఇద్దరు నర్సులు, ఒక రోగి మరణానికి కారణమైన పార్క్ ఆస్పత్రి ఘటన అనంతరం ఈ ఆస్పవూతులకు హైదరాబాద్ డీఎంహెచ్‌వో నుంచి నోటీసులు జారీ చేశారు.

ఇందులో ఇప్పటి వరకు సుమారు 120 దవాఖానలు ఎన్‌ఓసీ సమర్పించి శాశ్వత రిజివూస్టేషన్ చేయించుకున్నాయి. 2010 మార్చిలో మొదట 37 ఆస్పవూతులకు, ఆ తరువాత 78 ఆస్పవూతులకు, 2010 ఏప్రిల్‌లో 18 ఆస్పవూతులకు ఒకసారి, 130 ఆస్పవూతులకు మరోసారి మొత్తం 326 ఆస్పవూతులకు నోటీసులు జారీ చేశారు. నగరాన్ని ఆనుకుని ఉన్న రంగాడ్డి జిల్లాలోనూ ఇదే పరిస్థితి. ఇక్కడ సుమారు 750 ఆస్పవూతులు ఉంటే.. ఇందులో కేవలం 300 ఆస్పవూతులకు శాశ్వత రిజివూస్టేషన్‌లు లేవు. కొన్ని ఆస్పవూతుల్లో నిబంధనలకు విరుద్ధంగా సెల్లార్‌లోనే వైద్యం చేస్తున్నారు. కొందరు నివాస గృహాలనే ఆస్పవూతులుగా మార్చేశారు. మరికొందరు తాము నిర్మించిన బహుళ అంతస్థుల భవనాల్లో ఎలాంటి జాగ్రతలు తీసుకుంటున్న దాఖలాలు కనిపించడం లేదు.

నగరంలోని సోమాజిగూడలో ఉన్న పార్క్ ఆస్పవూతిలో 2010 ఫిబ్రవరి 2న జరిగిన అగ్నివూపమాదంలో నర్సులు రెస్సా, ఉషారాణితోపాటు రోగి మంగయ్య మృతి చెందగా, మరో 41 మంది గాయపడ్డారు. ఈ ఘటనలో ఆస్పత్రి నిర్వాహకుడు డాక్టర్ దామోదర్‌డ్డిపై పంజగుట్ట పోలీస్‌స్టేషన్‌లో ఐపీసీ 278, 336, 337 సెక్షన్ల కింద కేసు నమోదు చేశారు. ఆయనను అరెస్ట్ కూడా చేశారు. పార్క్ ఆస్పత్రి ప్రమాదం తరువాత మేల్కొన్న సర్కారు ఫైర్‌సేఫ్టీ నిబంధనలను కఠినతరం చేసింది. ముఖ్యంగా గ్రేటర్‌లో నిర్మించే భవంతుల్లో తప్పనిసరిగా ఈ నిబంధనలు అమలు చేసేలా చర్యలు తీసుకున్నారు. 15 మీటర్ల ఎత్తుదాటిన వాణిజ్య భవనం, 18 మీటర్ల ఎత్తు దాటిన నివాస భవనాలను ఈ నిబంధనల పరిధిలోకి తీసుకొచ్చారు. ఆయా నిర్మాణాలకు బిల్డింగ్ కమిటీలో అనుమతులు ఇచ్చే సమయంలో అగ్నివూపమాద నివారణ చర్యలపై ప్రత్యేకంగా పేర్కొంటున్నారు.

5 లక్షలతో ఫైర్‌సేఫ్టీ పరికరాలు
ఫైర్‌సేఫ్టీ పాటించాలంటే సుమారు లక్ష నుంచి రెండు లక్షల వరకు ఖర్చవుతుంది. అందుకే ఎవరూ ఎన్‌వోసీ తీసుకునేందుకు ముందుకు రావడం లేదని అధికారులు చెబుతున్నారు. చాలా తక్కువ మంది మాత్రమే ఎన్‌ఓసీ కోసం దరఖాస్తు పెట్టుకుంటున్నారు. అయితే వాటిని తనిఖీ చేయడంలోనూ అధికారులు నిర్లక్ష్యంగా వ్యవహరిస్తున్నారన్న ఆరోపణలు ఉన్నాయి. ఫైర్‌స్టేషన్‌తో సంబంధం లేకుండానే అధికారులు స్వయంగా వెళ్లి పరిశీలిస్తున్నారని స్థానిక ఫైర్ సిబ్బంది పేర్కొంటున్నారు.

అద్దె భవనాలతో ఇబ్బందే...
సొంత భవనాలు ఉన్నవారు ఫైర్‌సేఫ్టీ పరికరాలు అమర్చుకోగలుగుతున్నారు కానీ అద్దె భవనాలలో ఆస్పవూతులు నడుపుతున్నవాళ్లు మాత్రం నానాతంటాలు పడుతున్నారు. వీటి ఏర్పాటుకు భవనాల యజమానులు నిరాకరిస్తున్నట్లు పలు ఆస్పవూతుల నిర్వాహకులు చెబుతున్నారు.

ప్రభుత్వాసుపవూతులలో అదే పరిస్థితి...
నగరలో సుమారు 106 ప్రభుత్వ ఆస్పవూతులు ఉన్నాయి. ఇందులో పది పెద్దాస్పవూతులు. ఉస్మానియా, గాంధీ, నయాపూల్, ఈఎన్‌టీ, ఛాతి ఆసుపత్రి, కింగ్‌కోఠి, సుల్తాన్‌బజార్, ఈఎస్‌ఐ, నీలోఫర్, ఎర్రగడ్డ మెంటల్ హాస్పిటల్, నిమ్స్ వంటి ఆస్పవూతులకే ఇప్పటికీ ఎన్‌ఓసీ లేదు.

చర్యలు తీసుకుంటాం
ఆస్పత్రి లోపల వసతులపై మాత్రమే మేము పరిశీలించి అనుమతి ఇస్తాం. ఇతర శాఖల నుంచి మిగిలిన అనుమతులు తీసుకోవాలి. అయినా అసౌకర్యాలపై ఫిర్యాదు వస్తే పరిశీలిస్తాం. వారిపై చర్యలు తీసుకుంటాం. నగరంలోని ఎన్‌ఓసీ లేని ఆస్పవూతులకు ఇప్పటికే నోటీసులు జారీ చేశాం. చాలా ఆస్పవూతులకు ఇప్పటికీ శాశ్వత రిజివూస్టేషన్లు లేవు. కేవలం తాత్కాలిక రిజివూస్టేషన్లతోనే ఆస్పవూతులను నడిపిస్తున్నారు. వారందరికీ మరొకసారి నోటీసులు జారీ చేసి చట్టపరమైన చర్యలు తీసుకుంటాం.

ఈ పరికరాలు తప్పనిసరి
భవనానికి హోస్‌రీల్, ఆటోమేటిక్ డిటెక్షన్ అండ్ అలారమ్ సిస్టమ్, ఎన్‌బీసీ నిర్దేశించిన భూగర్భ నీటి నిల్వ ట్యాంక్, ఒక ఎలక్షిక్టిక్ పంప్, ఫైర్ ఎక్స్‌ట్వింగిషర్, డౌన్ కమర్ సిస్టమ్‌ను ఏర్పాటు చేయాలి. ఎలక్షిక్టికల్ ప్యానల్ సిస్టమ్ (మాన్యువల్ ఆపరేటెడ్) 900 ఎల్‌పీఎం టెర్రస్ పంప్, బ్యాటరీతో కూడిన ఎమ్జన్సీ లైటింగ్, ఫైర్ అలారమ్ సిస్టమ్ తదితర పరికరాలను ఏర్పాటు చేసుకోవాలి.

నెల రోజుల గడువు..ఇక స్కూళ్లు, మాళ్లు కమిషనర్ కృష్ణబాబు
రాజధాని నగరంలోని ఆస్పవూతుల్లో నిర్దిష్టమైన అగ్నిమాపక వ్యవస్థ ఏర్పాటుకు నెల రోజుల గడువు విధించారు. గడువులోగా పనులు మొదలుపెట్టకుంటే మూసివేతలు తప్పవని జీహెచ్‌ఎంసీ కమిషనర్ ఎంటీ కృష్ణబాబు స్పష్టం చేశారు. ఆస్పవూతుల్లో అగ్నివూపమాదాల నివారణకు చేపడుతున్న చర్యలపై సోమవారం జీహెచ్‌ఎంసీ ప్రధాన కార్యాలయంలో కమిషనర్ అధ్యక్షతన సమీక్షా సమావేశం జరిగింది. పలు సూపర్‌స్పెషాలిటీ ఆస్పవూతులు, నర్సింగ్‌హోమ్‌లతోపాటు వివిధ ప్రైవేటు ఆస్పవూతుల ప్రతినిధులు ఈ సమావేశానికి హాజరయ్యారు. అనంతరం ఆయన విలేకరులతో మాట్లాడుతూ, నగరంలో అగ్నిమాపక వ్యవస్థ లేని ఆస్పవూతుల వివరాలు తెలియజేశారు. వీటిలో అగ్నిమాపక వ్యవస్థ ఏర్పాటుకోసం ఇప్పటికే అనేకమార్లు నోటీసులు జారీచేసినా వారిలో చలనం లేదన్నారు. అందుకే తాజాగా నెలరోజుల గడువిస్తూ రివైజ్డ్ నోటీసులు జారీచేస్తున్నట్లు తెలిపారు. ఫైర్‌సేఫ్టీ ఎన్‌ఓసీ లేకుంటే ఆస్పవూతుల రిజివూస్టేషన్‌లు ఉపసంహరిస్తామని హెచ్చరించారు. సెల్లార్ కబ్జాలు తొలగించేందుకు ప్రత్యేక బృందాలను ఏర్పాటుచేస్తున్నట్లు తెలిపారు. మంగళవారం నుంచే వాటి కూల్చివేతలు చేపడతామని చెప్పారు. ఆస్పవూతుల అనంతరం షాపింగ్ కాంప్లెక్స్‌లు, విద్యాసంస్థలపై చర్యలు తీసుకుంటామని కృష్ణబాబు తెలిపారు. నగరంలో 1860 స్కూళ్లు, కాలేజీలకు అగ్నిమాపక వ్యవస్థ ఏర్పాటు కోసం నోటీసులు ఇవ్వగా కేవలం 300స్కూళ్లు మాత్రమే వీటిని ఏర్పాటు చేసుకున్నాయన్నారు. షాపింగ్ కాంప్లెక్స్‌లు సైతం కేవలం 25శాతం మాత్రమే ఫైర్‌సేఫ్టీ ఎన్‌ఓసీలు కలిగివున్నాయన్నారు.

‘హంటర్ వాలీ’ సినిమాలో ఒక్క ఉదుటున ఎగిరి గుర్రంపై కూర్చొని సవారీ చేసిన ‘నాడియా’ కాదు. సజల నయనాలతో తెర నిండా దుఃఖాన్ని నింపిన మీనాకుమారి కాదు. అద్భుతమైన సౌందర్యంతో ప్రేక్షకుల హృదయాలలో డ్రీమ్‌గర్ల్‌గా నిలిచిపోయిన హేమమాలినీ కాదు. కానీ అలాంటి ప్రత్యేకతలు లేకున్నా స్టార్‌గా ఎదిగింది స్మితా పాటిల్. ఎందుకంటే ‘సహజ నటన’ అనే ఒకే ఒక్క ప్రత్యేకత ఆమెకున్న అర్హత, ఆభరణం. నటనే ప్రధానంగా ఆరిపోని వెలుగులు చిమ్మిన తార స్మితాపాటిల్....

‘స్వాతంవూత్యానంతరం భారతీయ సినిమాల్లో అత్యుత్తమమైన వంద సినిమాలను ఎంపిక చేస్తే పావు భాగం ఆమె నటించిన చిత్రాలే ఎంపిక అవుతాయి’ స్మిత నటించిన సినిమాల పట్ల కొందరికున్న అభివూపాయం ఇది. అంతగొప్ప నటి ఆమె. స్మిత పేరు చెప్పగానే భూమిక, మంథన్, గమన్, చిదంబరం, ఆక్రోష్, చక్ర, అర్థ్, అర్థ్‌సత్య, మిర్చిమసాలా, దేబ్‌శిషు వంటి దృశ్య కావ్యాలు గుర్తుకువస్తాయి.

నవ్య ధోరణికి అండగా...
న్యూస్ రీడర్ నుంచి మరాఠీ థియేటర్ ఆర్టిస్టుగా మొదలైన ఆమె కెరీర్‌లో తొలిచిత్రం అరుణ్ కోప్‌కర్ డిప్లొమా కోసం తీసిన ‘తీక్షిశామాధ్యం’. ఆ తర్వాత శ్యామ్‌బెనెగల్ తీసిన చిత్రం ‘చరణ్‌దాస్ చోర్’(1975)లో. స్మిత నటిగా ఇండవూస్టీలోకి వచ్చిన సమయంలో భారతీయ నవ్య సినిమా ధోరణి ఒక ఉద్యమంలా కొనసాగుతోంది. అప్పటి దాకా సత్యజిత్‌రే, మృణాల్‌సేన్ వంటి వారు నవ్య సినిమాను తమ భుజాలపై మోస్తుంటే, ఆ ఉద్యమానికి ఊతమిస్తూ శ్యామ్‌బెనెగల్, బుద్ధదేవ్‌దాస్, ఆదూర్, అరవిందన్, గౌతమ్‌ఘోష్ వంటి కొత్త తరం దర్శకులు రంగ ప్రవేశం చేశారు. వాళ్లకు ఓంపురి, సీర్‌ద్దీన్‌షా, షబానాలతో పాటు స్మితాపాటిల్ వంటి నటి తోడు కావడంతో భారతీయ నవ్య సినిమా ప్రపంచ స్థాయిలో ప్రశంసలు అందుకోగలిగింది.

ఎన్నో పాత్రలు.. ప్రశంసలు
అయితే స్మితాపాటిల్‌కు కలిసొచ్చిన అంశం... శ్యామ్‌బెనెగల్ దృష్టిలో పడటం. ఎందుకంటే ‘నిశాంత్’ (1975) చిత్రంలో నటించిన తరువాతే స్మిత పరిక్షిశమ దృష్టిలో పడిపోయింది. ఆ వెంటనే వచ్చిన మంథన్ (1976)లో హరిజన స్త్రీగా నటించి తన సత్తా ఏమిటో నిరూపించుకున్నది. గ్రామీణ జీవితానికి అద్దం పట్టిన ఈ చిత్రం డాక్టర్ కురియన్ ప్రారంభించిన శ్వేత విప్లవ నేపథ్యంలో అగ్రవర్ణాల- హరిజనుల నడుమ సామరస్యాన్ని నెలకొల్పడం ప్రధాన అంశంగా తయారైంది. ఈ సినిమాలో స్మిత నటన జాతీయ స్థాయిలో చర్చనీయాంశమైంది. మంథన్ తర్వాత శ్యామ్‌బెనెగల్ తీసిన ‘భూమిక’ (1976)లో స్మిత నటన హిమాలయా శృంగాన్ని అందుకున్నది. స్వతంత్ర భావాలు గల యువతిగా, స్త్రీ వాదిగా తెరపై ఆమె ఒదిగిపోయింది. తొలితరం హిందీ- మరాఠీ చిత్రాల నటి హంసా వాడే ర్ (లోక్ శాయర్ రాంజోషి- 1947) జీవితకథే భూమిక చిత్రం. ఆ చిత్ర కథ ఏమిటంటే... ఆమె జీవితంలో నలుగురు మగాళ్లకు స్థానం ఉంటుంది. జీవితం గురించి సరైన అవగాహన లేని వయస్సులోనే తన తల్లి స్నేహితుడు, పర్సనల్ సెక్రటరీ(అమోల్‌పాలేకర్)తో వైవాహిక జీవితం విసుగు చెంది దర్శకుడి (అనంతనాగ్)తో కలిసి జీవిస్తుంది. అతనితోనూ ఇమడలేక, ఆ తర్వాత రచయిత(నసీర్)తో, మరికొంత కొంతకాలం ఓ ఫ్యూడలిస్టు (అవూమిష్‌పురి)తో కూడా కలిసి ఉంటుంది. ఎక్కడా ఇమడలేక చివరికి స్వతంవూతంగా బతుకు సాగించాలనే నిర్ణయానికి వస్తుంది. ఈ చిత్రంలో అమోల్ పాలేకర్, స్మితలు పోటిపడి నటించారు. ఈ సినిమాకు గాను ఆమెకు జాతీయ ఉత్తమ నటిగా ‘ఊర్వశి ’అవార్డు వచ్చింది. ‘ఆక్షికోష్’ చిత్రంతో ఆమె రెండోసారి ‘ఊర్వశి’ అవార్డు అందుకుంది.

పన్నెండేళ్లే...
సహజనటిగా స్మిత సాధిస్తున్న విజయాల పరంపర చూసిన సత్యజిత్‌రే వంటి మహాదర్శకులు సైతం ఆమె ఇంటి తలుపు తట్టారు. ఆయన దర్శకత్వంలో స్మిత ‘సద్గతి’, ‘పికూ’ చిత్రాలల్లో నటించింది. ఇలా వరుస సినిమాల్లో ఒకదానికొకటి విభిన్నమైన పాత్రల్లో ఒదిగిపోయి తన సినీ జీవన జైత్రయావూతను కమర్షియల్ తారలకు తీసి పోకుండా కొనసాగించడం భారత సినీ పరిక్షిశమలో ఒక్క స్మితాకే సాధ్యమైంది.

మహేష్‌భట్ ముక్కోణపు ప్రేమకథతో తీసిన ‘అర్’్థ లో షబానా ఆజ్మీ భార్యగా నటిస్తే, స్మిత ప్రేయసిగా నటించింది. వివాహేతర సంబంధాల కథాంశంతో వచ్చిన ఈ సినిమాలో ప్రియుడి పట్ల వెర్రి వ్యామోహం చూపే నటనతో ఆమె డామినేట్ చేసింది. స్మిత, షబానాలు ఈ సినిమాలో పోటీపడి నటించారు.

స్మిత నటించిన చిత్రాలల్లో ఇంకా ప్రస్తావించుకోదగిన వాటిలో చిదంబరం, నక్సలైట్, భిగిఫల్కే, అనోఖి రిస్తా, అమృత్, పేట్ ప్యార్ అవుర్ పాప్, వారిస్, అంబర్త...ఇలా చాలా చిత్రాలే ఉన్నాయి. 12 ఏళ్ల కాలంలో మొత్తం ఆమె నటించిన చిత్రాలు 85. వీటిలో హిందీ, మరాఠీ, గుజరాతీ, బెంగాలి, మలయాళం, తెలుగు భాషల్లో ఉన్నవి. తెలుగులో ఆమె నటించిన చిత్రం ‘అనుక్షిగహం’.

పద్మశ్రీగా..
ఆర్ట్ సినిమాల్లోనే కాకుండా స్మిత ‘నమక్ హలాల్’, ‘శక్తి’, ‘బద్లే కి ఆగ్’, ‘ఆజ్ కి ఆవాజ్’ వంటి కమర్షియల్ చిత్రాల్లో నాయకిగా నటించి మెప్పించింది. స్మిత రెండుసార్లు జాతీయ అవార్డును, ‘అంబర్త’ చిత్రానికి మహారాష్ట్ర ప్రభుత్వం అవార్డు, కేంద్ర ప్రభుత్వ ‘పద్మశ్రీ’(1985)అవార్డులు అందుకున్నది. ప్యారిస్‌లో ఆమె చిత్రాలతో కూడిన రెట్రాస్పిక్టివ్ ఒకటి జరిగినప్పుడు ప్రపంచ ప్రఖ్యాత దర్శకుడు కోస్టాగావూవిస్ స్మితను సన్మానించారు. సత్యజిత్‌రే తర్వాత ఇలాంటి గౌరవం అందుకున్న ఏకైక భారతీయ కళాకారిణి స్మితనే.

ఫ్యామిలీ నేపథ్యం
స్మితా పాటిల్ 1955లో పూనాలో మహారాష్ట్ర రాజకీయ నేత శివాజీరావ్ పాటిల్ ఇంట పుట్టింది. తండ్రితో ఆమె సంబంధాలు అంతంత మాత్రమే. తల్లి విద్య ఒక నర్స్. తల్లిదంవూడుల మధ్య సరైన అనుబంధం లేని కుటుంబ వాతావరణంలో నర్సింగ్ క్వార్టర్స్‌లో ఆమె పెరిగింది. ఆడపిల్లలా కాకుండా ఆత్మవిశ్వాసంతో అబ్బాయిలను సైతం హడపూత్తించేది. మగ రాయుడిలా మోటార్ బైక్ రైడింగ్ చేసేది. సెంట్ జేవియర్ కళాశాలలో చదివేందుకు బొంబాయి రావడంతో ఆమె జీవితం మలుపు తిరిగింది. అక్కడే శ్యామ్‌బెనెగల్ స్మితను తొలిసారిగా చూశారు. సినీ నటిగా మంచి స్థితిలో ఉన్నప్పుడు అప్పటికే వివాహితుడైన రాజ్ బబ్బర్‌ని పెళ్లిచేసుకోవడం, తల్లి కావాలనుకోవడం, ఇండవూస్టీని విస్మయ పరిచింది. కానీ ‘కెరీర్‌కన్న మాతృత్వపు మాధుర్యమే గొప్పదని’ చెప్పింది స్మిత.

దురదృష్టం...
అయితే 1985లో మలయాళ చిత్రం ‘ చిదంబరం’ షూటింగ్‌లో ఉండగా ఆ చిత్రంలోని సహనటుడు గోపితో ‘నాకెంతో సమయం లేదు. వచ్చే ఏడాది డిసెంబర్31 తర్వాత నేను ఈ లోకంలో ఉండను. నా జీవిత కాలం ఒక ఏడాదేనని ఒక జ్యోతిష్యుడు చెప్పాడు’ అని చెప్పింది. విచివూతమేమిటంటే... ఆ మాటలు అబద్ధం కాలేదు. ఆమె ఓ మగబిడ్డకు జన్మనిచ్చాక 1986 డిసెంబర్13న తన జీవన నాటకంలో పోషిస్తున్న భూమికను ముగించింది. భారతీయ సినిమాకే ఆమె మరణం ఎన్నటికి తీరని లోటైంది. స్మిత మరణించినప్పుడు భారతదేశంలోని అన్ని భాషల పత్రికలు ఆమెకు నివాళిగా సంపాదకీయాలు రాయడం గొప్ప విషయం.

చివరగా- ఎందరో సినీ విమర్శకులు స్మితను ప్రముఖ నటి షబానా ఆజ్మీతో పోల్చిన సందర్భాలున్నాయి. కాని ఎవ్వరితోను పోల్చనలవి కాని నటిమణీ ఆమె. వాస్తవిక సమాంతర చిత్రాల అభినేవూతిగా స్మితాపాటిల్ భారతీయ చిత్ర రంగంలో సృష్టించిన చరిత్ర మరెవ్వరికి సాధ్యం కాదు.

రిస్క్‌ను కూడా
స్మిత తన పాత్ర పోషణలో ఎంత శ్రద్ద తీసుకుంటుందో, ఆ పాత్రను పండించడానికి కూడా అంతగా రిస్కు తీసుకునేది. దేబ్‌శిశు సినిమా కె్లైమాక్స్ షూటింగ్ నాటి సంఘటనే దానికి సాక్ష్యం. ఈచివూతంలో సీత పాత్రలో స్మిత ఓ కలగంటుంది. ఆ కలలో కాళికగా మారి కత్తి చేత బట్టి ప్రతినాయకుడిని మట్టు బెడుతుంది. ఈ సన్నివేషం షూట్‌చేసే రోజున గాలి వానతో వాతావరణం అంతా అల్లకల్లోలంగా ఉండింది. దీంతో షూటింగ్ కుదరదని దర్శకుడు ఉత్పలేంద్ చక్రవర్తి చెప్పినా ఆ వాతావరణమే సన్నివేషానికి బలాన్నిస్తుందని మంచి బ్యాక్ డ్రాప్‌గా ఉంటుందని పట్టుబట్టి షూటింగ్ జరిపించింది. నిజంగా కూడా ఆ సన్నివేషమే సినిమాకి ప్రాణం పోసిందని విమర్శకులూ ప్రశంసించారు.

అమ్మను సినిమాల్లోనే చూస్తాను
‘మా అమ్మ నటనను నేను అమితంగా ఇష్టపడతాను. నేనామెను బయట ఎన్నడూ చూడలేదు. కాని సినిమాల్లోనే చూసుకుంటాను. సినిమాలు చూడటం ద్వారానే ఆమె నాకు తెలుసునన్న భావన కలుగుతుంది. ‘నమక్ హలాల్ ’ చిత్రంలో అమితాబ్‌తో కలిసి అమ్మ పాడిన ‘ఆజ్ రపట్ జాయేతో హమే న ఉఠయ్యో’ పాట నాకెంతో ఇష్టం’
